JATIMTIMES - Besarnya Sisa Lebih Perhitungan Anggaran (SiLPA) Pemerintah Kota (Pemkot) Malang yang mencapai ratusan miliar rupiah masih menjadi sorotan. Setelah menuai kritik dari DPRD Kota Malang yang menilai besarnya SiLPA mengindikasikan perencanaan anggaran belum presisi, Pemkot Malang berdalih kondisi tersebut dipengaruhi perubahan regulasi hingga kendala administratif.

Wali Kota Malang Wahyu Hidayat mengakui besarnya SiLPA menjadi perhatian hampir seluruh fraksi DPRD saat pembahasan pertanggungjawaban pelaksanaan APBD. Menurutnya, pemerintah akan menguraikan secara rinci faktor-faktor penyebab besarnya anggaran yang tidak terserap tersebut.

"Ya itu kan banyak hal. Ada efisiensi, ada target pendapatan yang lebih. Nanti akan kita uraikan terkait dengan SiLPA yang banyak itu. Hampir semua fraksi menanyakan terkait SiLPA," ujarnya.

Menanggapi penilaian DPRD yang menganggap tingginya SiLPA mencerminkan perencanaan anggaran yang kurang presisi, Wahyu tidak membantah secara tegas. Ia mengatakan evaluasi akan dilakukan karena dalam pelaksanaan anggaran terdapat berbagai kendala yang menyebabkan sejumlah program tidak dapat direalisasikan.

"Kita akan evaluasi terkait dengan hal tersebut. Memang terkait target yang direalisasikan tiap kegiatan punya kendala-kendala. Salah satunya ada regulasi baru yang turun di tengah anggaran berjalan sehingga harus dilakukan penyesuaian," katanya.

Selain perubahan regulasi, Wahyu menyebut ada sejumlah persyaratan pencairan anggaran yang tidak terpenuhi sehingga belanja tidak dapat dilaksanakan. Ia juga menyinggung adanya selisih hasil tender proyek yang turut berkontribusi terhadap besarnya SiLPA.

Saat ditanya apakah besarnya SiLPA juga dipengaruhi pekerjaan atau kebijakan yang belum berjalan optimal, Wahyu mengaku masih akan melakukan penelusuran lebih lanjut. Menurutnya, laporan yang diterima sejauh ini lebih banyak mengarah pada faktor regulasi dibanding persoalan pelaksanaan program.

"Kalau kemarin yang saya sampaikan memang ada beberapa hal, tapi banyak terkait regulasi yang ada. Kadang ada regulasi yang turun di tengah-tengah anggaran berjalan sehingga kita harus menyesuaikan," ujarnya.

Ketika diminta menyebut contoh regulasi yang dimaksud, Wahyu menyinggung mekanisme pembagian dana opsen, kebijakan efisiensi, hingga ketatnya aturan penggunaan Dana Bagi Hasil Cukai Hasil Tembakau (DBHCHT). Menurutnya, ketentuan tersebut membuat sebagian anggaran tidak dapat dicairkan apabila persyaratan yang ditetapkan belum terpenuhi.

Meski demikian, Wahyu belum merinci seberapa besar kontribusi masing-masing faktor terhadap terbentuknya SiLPA yang mencapai ratusan miliar rupiah. Ia hanya memastikan Pemkot Malang akan menjelaskan secara lebih detail penyebab tingginya SiLPA dalam kesempatan berikutnya.
