JATIMTIMES - Pemerintah Kota (Pemkot) Surabaya berencana kembali melakukan mutasi pejabat dalam waktu dekat. Namun, pemkot menetapkan syarat khusus bagi aparatur sipil negara (ASN) perempuan yang akan menempati jabatan strategis, yakni wajib memperoleh rida atau izin dari suami.
Wali Kota Surabaya Eri Cahyadi menuturkan, kebijakan tersebut diberlakukan karena pejabat perempuan yang bertugas di garda terdepan kerap dituntut bekerja hingga malam hari demi melayani masyarakat. Menurutnya, dukungan keluarga menjadi faktor penting agar tugas pemerintahan dapat dijalankan secara optimal tanpa menimbulkan persoalan dalam rumah tangga.

"Insyaallah kita juga akan ada mutasi. Harusnya besok mutasinya, cuma kemarin saya juga sampaikan karena pekerjaan ini berat, maka saya meminta terutama yang perempuan itu mencari rida suaminya," kata Wali Kota Eri Cahyadi.
Ia menjelaskan, pejabat perempuan yang akan menempati jabatan strategis harus terlebih dahulu meminta izin kepada suami. Sebab, tanggung jawab sebagai pimpinan wilayah tidak jarang mengharuskan mereka bertugas hingga malam hari.
"Karena saya minta yang perempuan-perempuan ini minta izin suaminya harus fardhu ain. Karena dia ada yang keluar malam, ada yang menjaga malam," ujarnya.
Apabila tidak memperoleh izin dari suami, Wali Kota Eri meminta pejabat perempuan tersebut mengundurkan diri dari jabatan yang mengharuskan mereka bekerja di lapangan pada malam hari. "Maka tadi saya sampaikan untuk minta izin suaminya, kalaupun ada yang tidak diizinkan, maka saya meminta mereka untuk mengundurkan diri," tuturnya.
Karena itu, Wali Kota Eri mengungkap jadwal mutasi ASN Pemkot Surabaya kemungkinan akan bergeser untuk menunggu laporan dari pejabat perempuan yang telah memperoleh persetujuan suami masing-masing.
"Nah, ketika mereka mengundurkan diri maka kita akan rekap, insyaallah mutasinya mundur hari Jumat atau hari Senin, sambil menunggu data dari Kepala Dinas yang perempuan, atau lurah camat yang perempuan untuk mendapat ridhanya seorang suami, karena itu saya wajibkan," katanya.
Menurut dia, kebijakan tersebut bertujuan agar tugas melayani masyarakat tidak memicu persoalan dalam kehidupan keluarga para pejabat perempuan. "Saya tidak ingin ketika bekerja untuk kepentingan warga Surabaya tapi ternyata gegeran (bertengkar) di rumah tangganya. Karena ada selisih paham atau seperti apa," ujarnya.

Oleh sebabnya, Wali Kota Eri menyebut, mutasi lanjutan baru akan dilakukan setelah seluruh proses tersebut rampung. Namun, ia menegaskan, pejabat perempuan yang tidak memperoleh izin suami tetap akan menduduki jabatan struktural, tetapi tidak ditempatkan sebagai pimpinan di garda terdepan.
"Jadi dia (pejabat perempuan) tetap akan menjadi struktur, tapi tidak nomor satu. Seperti kalau camat jadi Kabid (Kepala Bidang), lurah jadi Katimja (Kepala Tim Kerja), tetap dia menjabat tapi tidak di garda terdepan," paparnya.
Wali Kota Eri menyatakan telah mengumpulkan seluruh pejabat perempuan untuk menyampaikan kebijakan tersebut sekaligus meminta mereka segera mengurus izin dari suami.
"Saya tadi kumpulkan (pejabat) yang perempuan untuk minta izin suaminya. Karena ridanya suami adalah ridanya Gusti Allah. Maka dia nanti kalau ada yang diridhoi nyampaikan ke kepegawaian, jadi mutasinya sekalian saya jadikan satu," katanya.
Saat ditanya mengenai tiga kecamatan yang sebelumnya mendapat teguran, Wali Kota Eri memastikan wilayah tersebut juga masuk dalam evaluasi mutasi bersama para lurah. "Tiga kecamatan itu sudah termasuk dengan lurah-lurahnya," pungkasnya.
