JATIMTIMES - Pemerintah Kota Malang memastikan pembentukan Dinas Pemadam Kebakaran (Damkar) sebagai organisasi perangkat daerah (OPD) mandiri terus berjalan. Saat ini, rancangan pembentukan OPD baru tersebut telah disampaikan ke DPRD Kota Malang.
Wali Kota Malang Wahyu Hidayat mengatakan, seluruh skema pembentukan Dinas Damkar sudah disiapkan. Termasuk pemisahan dari beberapa OPD yang selama ini menaungi fungsi pemadam kebakaran.

“Sudah kita sampaikan ke DPRD. Tinggal proses di DPRD saja. Penyusunan Damkar dan pemisahan dari beberapa OPD juga sudah kita ajukan jadi satu,” ujar Wahyu.
Menurut Wahyu, pembentukan Dinas Damkar dilakukan sebagai tindak lanjut rekomendasi dari Kementerian Dalam Negeri (Kemendagri). Karena itu, Pemkot Malang tidak perlu lagi mengajukan izin tambahan ke pemerintah pusat.
“Dari Kemendagri sudah memberikan rekomendasi kepada kita untuk membentuk Damkar,” katanya.
Meski begitu, rencana pembentukan OPD baru sempat memunculkan kekhawatiran soal anggaran. Terlebih, pemerintah daerah sedang menghadapi kebijakan efisiensi belanja.
Menanggapi hal itu, Wahyu menegaskan perubahan struktur organisasi telah dihitung secara matang. Pemkot hanya melakukan penggeseran struktur sehingga tambahan anggaran dinilai tidak terlalu besar.
“Sudah kita hitung selisih terkait perubahan SOTK dan OPD. Tambahannya hanya untuk eselon dua saja,” jelasnya.

Pemkot Malang juga menyiapkan skema prioritas agar pembentukan OPD baru dilakukan bertahap. Dalam waktu dekat, fokus utama diarahkan pada pembentukan Dinas Damkar terlebih dahulu.
“Tidak harus semua OPD langsung dipecah. Mungkin yang prioritas dulu, misalkan Damkar,” imbuhnya.
Terkait waktu realisasi, Wahyu menyebut pembentukan tinggal menunggu penyelesaian draf perda. Setelah itu, tahapan dilanjutkan harmonisasi ke Pemerintah Provinsi Jawa Timur sebelum diterbitkan peraturan wali kota.
“Kalau draf perda selesai, harmonisasi ke provinsi, lalu dibuat perwalinya, diisi, selesai,” pungkasnya.
