JATIMTIMES - Polemik dugaan pemalsuan surat tugas Wakil Bupati (Wabup) Malang Hj. Lathifah Shohib bakal memasuki babak baru. Hari ini, Senin (4/5/2026), Fraksi PDI Perjuangan telah berproses untuk mengajukan hak interpelasi.
Serangkaian tahapan tersebut dilakukan guna menindaklanjuti dugaan pemalsuan surat tugas audiensi Wabup Malang dengan Wakil Presiden (Wapres) Gibran Rakabuming Raka. Yakni yang berlangsung pada 27 April 2026 lalu yang hingga kini masih dianggap menjadi polemik.

Kepastian tersebut turut dikonfirmasi langsung oleh Wakil Ketua Fraksi PDI Perjuangan sekaligus Anggota Komisi IV Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Malang Zulham Akhmad Mubarrok.
"Hari ini (Senin, 4/5/2026) mulai kami proses bertepatan dengan hari kerja. Artinya, ini sudah mulai menuju ke arah sana (pengajuan hak interpelasi, red), supaya kemudian kami bisa mengambil keterangan baik dari Bupati maupun Wabup (Malang, red)," ujarnya kepada JatimTIMES, Senin (4/5/2026).
Diakui Zulham, beragam keperluan untuk pengajuan hak interpelasi tersebut telah berproses sejak setidaknya pada Jumat (1/5/2026). "Kami sudah memproses untuk pengajuan hak interpelasi. Jadi sesuai tata tertib, diusulkan oleh minimal tujuh anggota Dewan yang lebih dari satu fraksi," jelasnya.
Hak interpelasi tersebut, dijelaskan Zulham, merupakan langkah awal untuk pembentukan Panitia Khusus (Pansus) Hak Angket, yang sebelumnya juga telah disampaikan oleh Zulham pada beberapa kali kesempatan.
"Sebelum pansus kan interpelasi dulu, supaya bisa mengambil keterangan. Kalau dirasa keterangannya nanti cukup untuk dilanjutkan menjadi Hak Angket, maka jadi Hak Angket itu. Sehingga akan kami panggil secara formal," jelasnya.
Hak interpelasi adalah hak konstitusional anggota Dewan untuk meminta keterangan resmi kepada pemerintah daerah terkait kebijakan strategis yang berdampak luas pada masyarakat. Langkah ini merupakan fungsi pengawasan DPRD untuk menindaklanjuti kebijakan yang dianggap bermasalah.
Sementara Hak Angket merupakan hak istimewa DPRD untuk melakukan penyelidikan terhadap kebijakan pemerintah daerah maupun kepala daerah yang bersifat penting, strategis, dan berdampak luas yang diduga bertentangan dengan peraturan perundang-undangan. Langkah ini merupakan fungsi pengawasan Dewan untuk memastikan transparansi dan akuntabilitas pemerintah daerah.

"Akan kami ajukan ke pimpinan DPRD Kabupaten Malang, Insyaallah setelah itu diajukan dan disetujui pimpinan baru kemudian akan kami ambil keterangan dari para kepala daerah," ujar Zulham.
Sebagaimana yang juga telah disampaikan sebelumnya, upaya hak interpelasi yang bakal diajukan Fraksi PDI Perjuangan tersebut merupakan tindak lanjut dari adanya polemik dugaan pemalsuan surat tugas Wabup Malang. Yakni dalam agenda audiensi dengan Wapres Gibran pada 27 April 2026 lalu.
"Kami berharap ada penjelasan, karena bagaimanapun kerja penyelenggara negara inikan harus meritokrasi. Kami tidak mempersoalkan perjalanan dinasnya, tetapi cara yang ditempuh untuk melegalkan sebuah tindakan dugaan pelanggaran hukum ini yang bermasalah," ujarnya.
Dijabarkan Zulham, beberapa tahapan hak interpelasi yang telah bergulir tersebut diawali dengan Rapat Dengar Pendapat (RDP) oleh Komisi I DPRD Kabupaten Malang. Jika disetujui, maka RDP tersebut bakal segera dilangsungkan oleh Komisi I DPRD Kabupaten Malang dengan turut memanggil sejumlah pihak terkait.
"Saat ini baru pengajuan ke pimpinan, Insyaallah kalau disetujui (RDP bakal berlangsung pada, red) Rabu (6/5/2026)," pungkasnya.
