JATIMTIMES - Pemerintah Kota (Pemkot) Malang diminta segera memperjelas masa depan angkutan kota (angkot) di tengah pengembangan transportasi publik baru, termasuk kehadiran Trans Jatim di kawasan Malang Raya.

Wakil Ketua Komisi C DPRD Kota Malang, Dito Arief Nurakhmadi, menilai angkot tidak boleh dibiarkan berjalan tanpa kepastian arah kebijakan. Apalagi, perkembangan transportasi publik regional dan persaingan dengan transportasi online membuat posisi angkot semakin membutuhkan kejelasan.

“Harus tegas, harus jelas sikap dari Pemerintah Kota Malang. Tidak mengambang, sehingga memberikan ketenangan bagi teman-teman angkot,” kata Dito.

Menurutnya, Pemkot Malang harus segera menentukan skema transportasi publik lokal yang dapat terintegrasi dengan Trans Jatim. Integrasi tersebut perlu mencakup skema feeder, penataan ulang rute, hingga kejelasan mengenai angkot yang akan dilibatkan.

Dito mengatakan, DPRD Kota Malang telah mengambil langkah awal melalui penganggaran program angkutan pelajar gratis. Anggaran sekitar Rp1,9 miliar telah disiapkan untuk mendukung program tersebut.

“Yang terdekat, gagasan angkot sebagai angkutan pelajar gratis sudah di depan mata. Dari DPRD juga sudah menganggarkan Rp1,9 miliar,” ujarnya.

Karena itu, ia meminta Pemkot Malang segera merealisasikan program tersebut. Pada saat yang sama, pemerintah juga perlu menyiapkan desain lebih besar mengenai posisi angkot dalam sistem transportasi publik Kota Malang.

Menurut Dito, pengembangan Trans Jatim tidak seharusnya berjalan tanpa memperhitungkan keberadaan angkutan lokal yang selama ini menjadi bagian dari mobilitas masyarakat.

“Bagaimana transportasi publik harus berjalan beriringan dengan transportasi lokal yang existing, salah satunya keberadaan angkutan kota,” jelasnya.

Ia menilai kebutuhan penataan transportasi publik semakin mendesak seiring perkembangan Malang Raya sebagai kawasan metropolitan hingga megapolitan. Dalam konteks tersebut, pemerintah daerah dituntut memiliki desain transportasi yang tidak bersifat parsial.

Dito mengingatkan, tantangan terhadap angkot ke depan tidak hanya datang dari Trans Jatim. Transportasi berbasis aplikasi dan potensi masuknya operator transportasi baru juga dapat memperketat persaingan di Kota Malang.

“Bisa jadi bukan hanya Trans Jatim yang menjadi tantangan bagi paguyuban angkot. Sangat memungkinkan ada pengusaha-pengusaha transportasi yang masuk di Kota Malang,” katanya.

Karena itu, Dito menegaskan angkot yang telah beroperasi harus segera ditempatkan secara jelas dalam sistem transportasi publik Kota Malang. Pemerintah tidak cukup hanya menghadirkan moda transportasi baru, tetapi juga harus memastikan transportasi lokal memiliki masa depan yang jelas.

“Bagaimana angkutan existing ini bisa diintegrasikan dengan jelas dalam sistem dan skema Pemerintah Kota Malang,” pungkasnya.
