Budiar menyampaikan, keberhasilan Kabupaten Batang membangun kawasan industri terintegrasi menjadi referensi penting bagi Kabupaten Malang dalam merancang arah pembangunan ekonomi daerah. Terlebih lagi, Kabupaten Malang memiliki potensi kawasan pesisir selatan yang dinilai dapat dikembangkan sebagai pusat pertumbuhan ekonomi baru jika didukung dengan infrastruktur dan regulasi yang memadai.
"Kami mengajak dua tim meliputi tim perizinan dan kedisnakeran. Ternyata dalam lima tahun terakhir proses perizinan di Kabupaten Batang ini luar biasa, jadi investor yang masuk juga luar biasa, bahkan pada triwulan pertama, hampir Rp 3,3 triliun," ungkap Budiar.
Pihaknya menyebutkan, terdapat beberapa hal yang telah dilakukan oleh Pemkab Malang dengan bantuan pemerintah pusat dalam mengembangkan kawasan industri Malang Selatan. Salah satunya terkait rencana realisasi pembangunan jalan tol Malang-Kepanjen.
"Selain jalan tol Malang-Kepanjen yang masih masuk tahapan tender, kami juga mempersiapkan ruas jalan Gondanglegi ke Balekambang, rute jalan ke wilayah Malang selatan dengan ROW (Right of Way) sepanjang 20 meter," kata Budiar.
Menurutnya, percepatan pembangunan infrastruktur menjadi faktor penting dalam meningkatkan daya tarik investasi. Karena itu, Pemkab Malang terus mengawal pembangunan Jalan Tol Malang - Kepanjen yang saat ini memasuki tahap tender, sekaligus menyiapkan akses menuju kawasan Malang Selatan sebagai bagian dari penguatan konektivitas wilayah.
Budiar menegaskan, hingga saat ini Kabupaten Malang belum memiliki kawasan industri yang ditetapkan secara khusus. Dokumen Rencana Tata Ruang Wilayah (RTRW) baru mengakomodasi kawasan peruntukan industri sehingga diperlukan langkah-langkah strategis untuk mendorong pengembangan kawasan industri yang lebih terintegrasi.
"Kami tidak memiliki Kawasan Industri, karena di dalam RTRW hanya ada kawasan peruntukan industri. Kami ingin melihat KEK-nya Batang dan kami juga ada MoU dengan Pemkab Batang, untuk mensinergikan KEK. Ada beberapa yang menarik, investor membangun bisnis harus di kawasan industri, BKM juga mensyaratkan itu, termasuk juga belajar terkait tata ruang dan perizinan," jelas Budiar.

Lebih lanjut, keberadaan jalan tol yang nantinya terhubung dengan Jalur Lintas Selatan (JLS) akan menjadi pengungkit pemerataan pembangunan di kawasan selatan Kabupaten Malang. Konektivitas infrastruktur tersebut diharapkan mampu membuka akses investasi baru dan mempercepat pertumbuhan ekonomi kawasan yang selama ini belum berkembang secepat di wilayah utara.
Ia mengatakan, jalan tol Malang - Kepanjen ini nantinya akan tembus ke JLS yang dapat menghubungkan Kabupaten Malang, Kabupaten Blitar dan Kabupaten Lumajang. Pasalnya, untuk pertumbuhan di sisi Selatan Malang masih tergolong jauh dibandingkan di wilayah Kabupaten Batang yang memang sudah lama dilewati oleh jalan tol.
"Otomatis unggul di bidang infrastruktur dengan adanya pelabuhan. Adanya kawasan ini kami sangat berharap di Kabupaten Malang bisa untuk mendapatkan ini," kata Budiar.
Sementara itu, selain mempelajari tata kelola kawasan industri, kunjungan Budiar beserta jajaran perangkat daerah Pemkab Malang juga menjadi sarana menggali sistem pelayanan perizinan terpadu yang diterapkan di KEK Industropolis Batang Jawa Tengah. Model pelayanan tersebut dinilai mampu memangkas proses birokrasi sehingga memberikan kepastian bagi investor.
Kehadiran unsur LKS Tripartit dalam rombongan juga menunjukkan komitmen Pemkab Malang untuk memastikan pertumbuhan investasi berjalan seiring dengan terciptanya hubungan industrial yang harmonis antara pemerintah, pelaku usaha dan pekerja.
"Pada KEK Batang ini proses perizinan bagi investor sudah cukup menjadi satu. Harapan saya, supaya investor itu mau berinvestasi dan membuka lapangan kerja baru," pungkas Budiar.
