JATIMTIMES - Tempat Pelelangan Ikan (TPI) yang dibangun di Desa Pujiharjo, Kecamatan Tirtoyudo, Kabupaten Malang, hingga kini belum beroperasi meski semula dijadwalkan mulai melayani transaksi pelelangan ikan pada pertengahan Mei 2026.
Kepala Dinas Perikanan Kabupaten Malang Victor Sembiring menyampaikan, belum beroperasinya TPI Pujiharjo dikarenakan minimnya hasil tangkapan nelayan yang belum memenuhi syarat untuk dipasarkan melalui mekanisme lelang.

Ia menyebut, hasil tangkapan nelayan dalam beberapa bulan terakhir masih didominasi ikan berukuran kecil dengan volume yang relatif rendah. "Nelayan rata-rata hanya memperoleh sekitar 30 hingga 50 kilogram ikan, seperti tongkol dan lemuru. Jumlah tersebut belum memenuhi ketentuan untuk dilakukan pelelangan," ungkap Victor.
Pihaknya menjelaskan, berdasarkan ketentuan yang berlaku, pelelangan hanya dapat dilakukan apabila hasil tangkapan mencapai sedikitnya 200 kilogram untuk ikan berukuran kecil atau 50 kilogram untuk ikan berukuran besar. Ia berharap musim ikan yang diperkirakan berlangsung mulai Juli ini mampu menggerakkan aktivitas di TPI Pujiharjo.
"Mudah-mudahan mulai Juli 2026 ini sudah musim ikan, sehingga pelelangan bisa aktif dilakukan untuk ikan-ikan nelayan," kata Victor.
Menurut dia, keberadaan TPI baru dinilai penting di tengah berubahnya pola penerimaan daerah akibat pemberlakuan skema penerimaan negara bukan pajak (PNBP). Ia menyebut, kapal-kapal perikanan berizin pemerintah pusat diwajibkan membayar PNBP sebesar lima persen. Sedangkan pemerintah daerah tidak lagi dapat menarik retribusi TPI dari kelompok nelayan tersebut untuk menghindari pungutan ganda.
Hal itu menyebabkan ruang penerimaan daerah dari sektor pelelangan ikan menjadi semakin terbatas. Saat ini tercatat sekitar 120 kapal di Kabupaten Malang menggunakan izin penangkapan dari pemerintah pusat dan seluruhnya menjadi objek PNBP.
Sementara itu, retribusi TPI hanya dikenakan kepada nelayan yang beroperasi menggunakan izin dari Pemerintah Provinsi Jawa Timur. Kondisi tersebut membuat pemerintah daerah harus mencari sumber pertumbuhan baru agar target pendapatan tetap tercapai.

Tahun 2026, retribusi TPI ditargetkan menyumbang Rp 200 juta bagi kas daerah. Namun hingga April, realisasinya baru mencapai Rp 45,72 juta atau sekitar 22,85 persen dari target yang telah ditetapkan. Menurut dia, angka tersebut menunjukkan masih besarnya tanggungan yang harus diselesaikan pemerintah daerah untuk mengoptimalkan potensi sektor perikanan.
Selain itu, keberadaan TPI Pujiharjo diharapkan tidak hanya menjadi instrumen peningkatan pendapatan asli daerah (PAD). Fasilitas tersebut juga diproyeksikan untuk memperkuat tata kelola penjualan hasil perikanan melalui sistem lelang yang lebih terbuka, mempersingkat rantai distribusi, menjaga mutu ikan, sekaligus memberikan nilai jual yang lebih kompetitif bagi nelayan.
Dengan demikian, tantangan Pemkab Malang bukan sekadar mengoperasikan fasilitas baru, tetapi memastikan TPI Pujiharjo mampu menjadi pusat aktivitas ekonomi perikanan yang benar-benar memberikan manfaat bagi nelayan dan berkontribusi nyata terhadap pendapatan daerah.
