JATIMTIMES - Pelaksanaan Sensus Ekonomi (SE) 2026 menjadi perhatian banyak pelaku usaha. Salah satu hal yang paling sering ditanyakan adalah alasan petugas Badan Pusat Statistik (BPS) mengajukan pertanyaan yang cukup rinci, mulai dari omzet, jumlah tenaga kerja, hingga aktivitas usaha yang dijalankan.

Tidak sedikit pelaku usaha yang khawatir data tersebut akan digunakan untuk kepentingan perpajakan atau menjadi dasar penentuan penerima bantuan pemerintah. BPS pun memberikan penjelasan agar masyarakat tidak salah memahami tujuan pendataan tersebut.

Mengapa Pertanyaan Sensus Ekonomi Sangat Rinci?

BPS menjelaskan pertanyaan dalam Sensus Ekonomi memang disusun secara detail agar mampu menggambarkan kondisi dunia usaha di Indonesia secara utuh. Pendataan tidak hanya bertujuan mengetahui ada atau tidaknya sebuah usaha, tetapi juga memotret karakteristik setiap jenis usaha.

Sebagai contoh, usaha konveksi rumahan dengan satu mesin jahit tentu memiliki kondisi yang berbeda dengan pabrik yang mempekerjakan puluhan pekerja. Demikian pula toko kelontong memiliki karakteristik berbeda dengan pelaku usaha yang berjualan secara digital.

Karena itu, informasi mengenai skala usaha, jumlah pekerja, hingga nilai produksi diperlukan agar pemerintah memperoleh gambaran yang lebih akurat mengenai struktur perekonomian nasional.

BPS juga menyebut Sensus Ekonomi 2026 dirancang lebih komprehensif dibandingkan pelaksanaan sebelumnya. Selain mendata pelaku usaha, sensus kali ini juga merekam kondisi ekonomi rumah tangga untuk memberikan gambaran yang lebih menyeluruh mengenai aktivitas ekonomi masyarakat.

Apa Itu Sensus Ekonomi?

Sensus Ekonomi merupakan pendataan nasional terhadap seluruh kegiatan usaha atau perusahaan di luar sektor pertanian. Pendataan dilakukan untuk memperoleh informasi mengenai karakteristik dunia usaha pada periode tertentu sebagai dasar penyusunan statistik ekonomi Indonesia.

Pelaksanaan sensus ini memiliki dasar hukum yang jelas, yakni Undang-Undang Nomor 16 Tahun 1997 tentang Statistik dan Peraturan Pemerintah Nomor 51 Tahun 1999 tentang Penyelenggaraan Statistik.

Melalui sensus tersebut, pemerintah memperoleh data mengenai perkembangan usaha dari berbagai skala, mulai usaha mikro, usaha rumahan, hingga perusahaan besar yang bergerak di sektor nonpertanian.

Kapan Sensus Ekonomi Dilaksanakan?

Indonesia memiliki tiga sensus nasional yang diselenggarakan secara berkala, yaitu Sensus Penduduk, Sensus Pertanian, dan Sensus Ekonomi.

Sensus Penduduk dilaksanakan setiap tahun yang berakhiran angka nol, Sensus Pertanian pada tahun yang berakhiran angka tiga, sedangkan Sensus Ekonomi digelar setiap tahun yang berakhiran angka enam.

Karena itu, tahun 2026 menjadi jadwal pelaksanaan Sensus Ekonomi terbaru setelah sebelumnya dilakukan pada 2016.

Data Apa Saja yang Dikumpulkan?

Saat melakukan pendataan, petugas BPS akan meminta sejumlah informasi yang berkaitan dengan kegiatan usaha responden.

Berdasarkan Peraturan Pemerintah Nomor 51 Tahun 1999, data yang dihimpun meliputi:
• Identitas usaha atau perusahaan.
• Jenis atau bidang usaha.
• Jumlah tenaga kerja.
• Nilai produksi atau omzet usaha.
• Penggunaan bahan baku.
• Informasi lain yang diperlukan untuk menggambarkan karakteristik usaha.

Selain pendataan dasar terhadap seluruh pelaku usaha, BPS juga akan melakukan pendataan lebih rinci kepada perusahaan atau unit usaha tertentu guna memperoleh gambaran yang lebih detail mengenai struktur berbagai sektor ekonomi.

Apakah Data Dipakai untuk Pajak?

BPS menegaskan data hasil Sensus Ekonomi tidak digunakan sebagai dasar penetapan pajak.
Informasi yang dikumpulkan semata-mata dimanfaatkan untuk penyusunan statistik resmi nasional, sehingga hasil yang dipublikasikan berupa data agregat atau gambaran umum kondisi perekonomian, bukan data individu maupun perusahaan tertentu.

Hasil sensus tersebut nantinya menjadi salah satu dasar pemerintah dalam menyusun kebijakan ekonomi, merancang pembangunan, mengevaluasi program, serta memetakan perkembangan investasi, ketenagakerjaan, dan dunia usaha di berbagai daerah.

Apakah Sensus Ekonomi Berhubungan dengan Bantuan Pemerintah?

Pertanyaan lain yang juga sering muncul adalah apakah mengikuti Sensus Ekonomi otomatis membuat pelaku usaha memperoleh bantuan pemerintah.

BPS memastikan hal tersebut tidak benar. Setiap program bantuan memiliki persyaratan dan mekanisme tersendiri. Data Sensus Ekonomi hanya digunakan untuk kepentingan statistik resmi, bukan untuk menentukan siapa yang berhak menerima bantuan.

BPS juga mengingatkan masyarakat tidak perlu khawatir mengenai keamanan informasi yang diberikan. Seluruh data responden dilindungi oleh Undang-Undang Nomor 16 Tahun 1997 tentang Statistik dan dijaga kerahasiaannya. 

Informasi yang diperoleh petugas tidak akan dipublikasikan secara perorangan maupun digunakan di luar kepentingan penyusunan statistik resmi pemerintah.
