JATIMTIMES - Pemerintah Kota (Pemkot) Malang mengusulkan agar proses penentuan lokasi Satuan Pelayanan Pemenuhan Gizi (SPPG ) dalam program Makan Bergizi Gratis (MBG) melibatkan pemerintah daerah sejak tahap awal. Usulan itu muncul setelah berbagai persoalan ditemukan dalam pelaksanaan program di lapangan.
Sekretaris Daerah Kota Malang sekaligus Satgas MBG Kota Malang, Erik Setyo Santoso, mengatakan kewenangan utama pelaksanaan MBG berada di Badan Gizi Nasional (BGN). Pemda selama ini berperan melakukan pendampingan dan pembinaan agar program berjalan sesuai aturan.

"Kalau MBG sendiri sebenarnya tugas pokok fungsinya terkait business process ada di Badan Gizi Nasional. Pemerintah daerah memberikan pendampingan bagaimana supaya program MBG dan SPPG di lapangan bisa terlaksana dengan memberikan manfaat yang sebesar-besarnya kepada masyarakat," ujarnya.
Menurut Erik, pembinaan dilakukan pada berbagai aspek. Mulai dari pengelolaan limbah, kesesuaian lingkungan, hingga keamanan pangan yang disajikan kepada penerima manfaat.
Ia mencontohkan, apabila terdapat SPPG yang belum memenuhi ketentuan instalasi pengolahan air limbah (IPAL), pemerintah daerah akan memberikan pembinaan. Jika ditemukan dampak yang merugikan masyarakat, Pemkot dapat merekomendasikan pemberian sanksi kepada BGN.
Selain itu, perhatian juga diberikan pada proses pengolahan makanan hingga distribusi. Pemda mendorong pelatihan bagi penjamah makanan agar standar keamanan pangan tetap terjaga.
Dalam evaluasi pelaksanaan MBG, Erik menilai keterlibatan pemerintah daerah sejak awal pendirian SPPG menjadi hal yang perlu diperkuat. Sebab, Pemda memiliki data penerima manfaat sekaligus peta tata ruang wilayah.
"Pemda ini punya peta penerima manfaat. Apakah itu anak usia sekolah, ibu hamil, ibu menyusui, maupun balita. Sehingga bisa kami rekomendasikan titik-titik SPPG yang sesuai tata ruang dan paling dekat dengan penerima manfaat," jelasnya.
Menurut dia, penentuan lokasi yang tepat akan mengurangi risiko distribusi makanan terlalu jauh. Jarak yang panjang berpotensi memengaruhi kualitas makanan sebelum diterima sasaran program.
"Jangan sampai karena jarak pengirimannya jauh, makanan terlalu lama dikemas dan akhirnya berpotensi basi atau menimbulkan masalah kualitas," katanya.

Saat ini, Pemkot Malang masih melakukan pemetaan spasial untuk menentukan titik-titik ideal pelayanan MBG. Pemetaan itu juga ditujukan untuk mencegah tumpang tindih wilayah layanan antar-SPPG.
"Jangan sampai terjadi tumpang tindih. Antar-SPPG malah berebut penerima manfaat. Kompetisinya bisa tidak sehat," tegas Erik.
Terkait isu jual beli titik SPPG yang sempat mencuat secara nasional, Erik menegaskan hal tersebut sepenuhnya menjadi kewenangan BGN. Begitu pula dengan urusan pencairan anggaran operasional SPPG.
Ia menjelaskan keterlambatan pencairan dana yang sempat menyebabkan beberapa SPPG berhenti beroperasi terjadi karena proses penyesuaian pejabat pengelola keuangan di tingkat pusat.
"Sekarang sudah cair semua mulai Selasa kemarin," pungkasnya.
