JATIMTIMES - Kondisi transportasi publik di Kota Malang dinilai semakin membutuhkan perhatian serius. Tingginya penggunaan kendaraan pribadi, kemacetan yang terjadi hampir setiap hari, hingga menurunnya minat masyarakat menggunakan angkutan kota menjadi persoalan yang harus segera ditangani oleh pemerintah.
Sekretaris Organisasi Angkutan Darat (Organda) Kota Malang Purwono Tjokro Darsono menilai, wajah transportasi publik Kota Malang saat ini belum mampu menjadi pilihan utama masyarakat. Akibatnya, sebagian besar warga lebih memilih menggunakan kendaraan pribadi untuk menunjang aktivitas sehari-hari.

"Jadi mohon maaf ya, ini kan kita harus akui, sekarang hampir mayoritas masyarakat Kota Malang ini pakai angkutan pribadi. Kemudian angkutan kota yang ada juga masih jalan," ujar Purwono kepada JatimTIMES, Sabtu (30/5/2026).
Menurut dia, kondisi tersebut berdampak langsung pada meningkatnya kepadatan lalu lintas di berbagai ruas jalan. Bahkan kemacetan telah menjadi fenomena yang hampir pasti terjadi pada waktu-waktu tertentu.
"Situasi kondisinya juga yang mohon maaf memprihatinkan, sehingga ya kita melihatnya itu semrawut. Jam-jam tertentu, hari-hari tertentu bisa dipastikan, tidak perlu diramal, itu pasti macet lah di jalan-jalan. Dan ini situasi ini tidak nyaman. Satu, bagi masyarakat Kota Malang sendiri. Kedua, bagi masyarakat yang datang untuk berwisata di Kota Malang," katanya.
Purwono berpandangan, solusi jangka panjang yang perlu diwujudkan adalah menghadirkan sistem transportasi publik yang terintegrasi. Kehadiran Bus TransJatim, menurutnya, harus terhubung dengan layanan penumpang atau feeder yang menjangkau kawasan permukiman hingga pusat aktivitas masyarakat.
"Tapi kita bayangkan kalau angkutan publiknya tertata bagus, ada Trans Jatim, kemudian Bus Trans Jatim itu connect dengan feeder," ujarnya.
Selain itu, angkutan kota yang saat ini masih beroperasi juga perlu mendapatkan sentuhan pembenahan agar lebih nyaman, aman, dan menarik bagi masyarakat.
"Dan kemudian angkutan kota yang berjalan ini yang sudah seharusnya menarik, memenuhi syarat, memikat masyarakat untuk mempergunakan angkutan kota ya," lanjutnya.
Ia mengungkapkan bahwa konsep penataan transportasi publik sebenarnya sudah pernah dikaji pada medio sekitar tahun 2023 hingga 2024 melalui skema Buy The Service (BTS). Dalam konsep tersebut, layanan transportasi dibeli pemerintah dan disubsidi sehingga masyarakat dapat menikmati tarif yang lebih murah.
"Jadi judulnya kajian ini juga, judulnya sama dengan Bus Trans Jatim, Buy the Service atau BTS. Jadi layanan itu dibeli oleh pemerintah, kemudian disalurkan kepada masyarakat pengguna angkutan publik. Sehingga, masyarakat pengguna ini tidak bayar penuh. Seperti Bus Trans Jatim ini kan sebetulnya tarif riilnya kan Rp25.000, tapi masyarakat kan cukup bayar Rp5.000. Kemudian yang Rp20.000 ini kan disubsidi oleh pemerintah provinsi. Dan ternyata kan, mohon maaf, masyarakat kan sangat-sangat antusias kan menikmati angkutan," jelas Purwono.

Menurutnya, skema subsidi seperti yang diterapkan pada TransJatim terbukti berhasil meningkatkan minat masyarakat menggunakan transportasi umum. Karena itu, ia berharap Pemerintah Kota Malang lebih serius membangun sinergi dengan Pemerintah Provinsi Jawa Timur dalam menata sistem transportasi publik.
"Nah, sebetulnya kita tinggal tunggu keseriusan Pemkot Malang, untuk juga lebih serius menata, sehingga apa? Sehingga ada sinergi yang baik," katanya.
Purwono menambahkan, pihaknya telah menjalin komunikasi dengan DPRD Kota Malang terkait persoalan transportasi publik. Dari berbagai pertemuan yang dilakukan, menurutnya terdapat kesamaan pandangan bahwa sektor transportasi umum membutuhkan perhatian dan intervensi pemerintah.
"Secara informal, sebetulnya kita ini memiliki kesamaan pandangan lah. Jadi beberapa waktu lalu ketika awal-awal Bus Trans Jatim itu kan kami sudah audiensi dengan Ibu Ketua DPRD, kemudian kami juga mendengarkan langsung dari apa yang disampaikan Ketua Komisi C, yang sekaligus mitra kerja dari Dishub, bahwa betul wajah transportasi publik di Kota Malang ini betul-betul sudah emergensi membutuhkan sentuhan pemerintah kota," ujarnya.
Dalam waktu dekat, Organda Kota Malang berencana kembali mengajukan audiensi dengan DPRD Kota Malang guna mengingatkan pentingnya pembenahan transportasi publik yang dinilai semakin mendesak.
"Karena problem ini kan banyak kan. Mulai pasar, pedagang di Pasar Blimbing dan lain-lain. Nah, ini perlu kita akan ingatkan lagi agar Pemerintah Kota Malang dengan DPRD Kota Malang ini juga paham bahwa situasi angkutan publik ini juga sesuatu yang darurat, emergensi untuk membutuhkan penanganan," pungkasnya.
