JATIMTIMES – Keberadaan lapak-lapak Pedagang Kaki Lima (PKL) di kawasan Alun-Alun Kota Batu yang kian hari bermunculan memantik sorotan dari kalangan legislatif. Dewan Perwakilan Rakyat Daerah (DPRD) Kota Batu mempertanyakan legalitas izin pemanfaatan area fasilitas umum (fasum) yang semakin beralih fungsi secara masif menjadi tempat penunjang sektor usaha komersial perorangan.

Pihak legislatif menilai alih fungsi sepihak ruang publik tersebut berpotensi melanggar ketentuan peraturan daerah (perda) maupun peraturan wali kota (perwali) yang mengatur tata ruang dan ketertiban kota. Dinas terkait seperti Dinas Perhubungan, Satpol PP, hingga Dinas Koperasi, Usaha Mikro, Perindustrian, dan Perdagangan (Diskoperindag) didesak agar tidak terkesan melakukan pembiaran secara berlarut-larut.

“Fasum itu dibangun sebenarnya tidak untuk tempat berjualan PKL Alun-Alun. Maka apakah boleh dipergunakan untuk berjualan dengan mengeruk keuntungan pribadi?,” cetus Anggota DPRD Kota Batu, Didik Machmud, Kamis (28/5/2026).

Didik menegaskan bahwa pihak legislatif melalui fungsi pengawasan bukan bermaksud untuk mencari-cari kesalahan pihak tertentu, melainkan murni untuk memastikan tata kelola aset di lapangan berjalan tegak lurus sesuai koridor regulasi yang berlaku.

Anggota Fraksi Partai Golkar itu menyebut, penggunaan fasilitas umum secara ilegal menabrak aturan hukum, sehingga pemangku kebijakan di Pemkot Batu wajib membeberkan siapa otoritas yang bertanggung jawab di balik berdirinya lapak-lapak tersebut secara masif.

Di sisi lain, dewan juga merespons adanya isu miring terkait mencuatnya dugaan praktik ilegal jual beli lapak jualan di area Alun-Alun Kota Batu yang kabarnya telah memakan korban dari kalangan pedagang kecil. Berdasarkan informasi yang dihimpun dari para pelaku usaha, terdapat oknum pengurus paguyuban yang diduga melakukan penarikan sejumlah uang nominal tertentu dengan iming-iming penyediaan tempat berdagang.

“Infonya ada yang menjadi korban dengan dijanjikan lapak tapi ternyata tidak terwujud, dan kalau mau berjualan harus membayar. Ini jelas melanggar, apapun alasannya tidak diperbolehkan, maka permasalahan ini harus segera diselesaikan,” tegas Didik.

Guna memberikan rasa keadilan dan efek jera terhadap para oknum mafia lapak, DPRD Kota Batu menyatakan dukungan penuhnya kepada jajaran Polres Batu untuk mengusut tuntas perkara tersebut sampai ke akar-akarnya.

Penyelidikan kepolisian yang kini tengah berjalan dan sudah mengumpulkan keterangan dari sejumlah saksi maupun korban diharapkan bisa membuka tabir carut-marutnya tata kelola PKL Alun-Alun secara terang benderang.

Sebagai langkah konkret fungsi pengawasan eksternal, pihak legislatif menyatakan siap membuka pintu posko pengaduan guna menampung seluruh aspirasi, berkas dokumen, serta keluh kesah dari para pedagang yang merasa dirugikan.

Keberadaan dokumen resmi berupa Surat Keterangan (SK) penempatan lapak dari pemerintah daerah kini menjadi kunci utama yang akan ditelusuri keabsahannya oleh dewan.

“Kami siap menampung aspirasi pedagang untuk melihat apakah mereka memiliki SK resmi dari Pemkot Batu. Jika tidak ada SK namun terjadi transaksi jual beli lapak antar pedagang, perlu ditelusuri siapa pihak di balik keberadaan lapak itu,” pungkas Didik.
