JATIMTIMES - Ratusan kios dan los di Pasar Induk Gadang Kota Malang dicabut hak pakainya oleh Pemkot Malang. Langkah itu dilakukan setelah lebih dari 500 pedagang dinilai menelantarkan tempat usahanya hingga bertahun-tahun.

Hal itu ditegaskan Kepala Diskopindag Kota Malang, Eko Sri Yuliadi, merespons aspirasi sejumlah pedagang yang sebelumnya mengaku masih memiliki surat keputusan (SK) hak pakai.

Eko menjelaskan, pencabutan hak pakai tersebut mengacu pada Perda Kota Malang Nomor 12 Tahun 2004. Dalam aturan itu disebutkan bahwa kios atau los pasar yang tidak ditempati selama tiga bulan berturut-turut maupun enam bulan tidak berturut-turut dapat dicabut hak pakainya oleh pemerintah daerah.

“Yang kemarin menyampaikan aspirasi itu memang yang kita cabut haknya. Karena yang aktif-aktif ini kasihan, pasarnya jadi sepi. Harusnya kapasitas 1.600 pedagang, tapi yang aktif cuma 600 sampai 700,” ujar Eko, 

Menurut Eko, hasil verifikasi dan validasi ulang menunjukkan ratusan kios dan los yang tidak aktif justru banyak disalahgunakan pihak luar. Bahkan, sejumlah tempat disebut berubah fungsi menjadi lokasi tidur orang yang tidak memiliki kepentingan di pasar.

“Yang tidak aktif itu banyak disalahgunakan oleh orang-orang yang tidak berkepentingan di Pasar Induk Gadang,” katanya.

Eko memastikan tidak ada peluang bagi pedagang yang hak pakainya telah dicabut untuk kembali menempati kios atau los tersebut. Pemerintah daerah kini fokus mengaktifkan seluruh ruang dagang agar aktivitas pasar kembali ramai.

“Pasar itu meskipun kiosnya sedikit tapi penuh, akan kelihatan hidup. Tapi kalau banyak yang kosong, ya kelihatan sepi,” tegasnya.

Ia menyebut sebagian besar kios yang dicabut memang sudah tidak ditempati lebih dari 10 tahun. Karena itu, Diskopindag tidak akan menindaklanjuti tuntutan pengembalian hak pakai dari sekitar 500 pedagang tersebut.

Selain penataan kios dan los, Pemkot Malang juga menyiapkan area parkir seluas hampir 2.000 meter persegi di kawasan Pasar Induk Gadang. Untuk pengelolaannya, Dishub Kota Malang disebut tengah menyiapkan sistem parkir elektronik atau e-parking.
