JATIMTIMES - Sekretaris Daerah Kabupaten Malang Budiar menyerahkan penghargaan kepada para anggota satlinmas hingga para perempuan inspiratif. Penghargaan diserahkan dalam tiga momentum bersejarah, yakni Hari Satlinmas Ke-64, Hari Kartini dan Hari Otonomi Daerah XXX tahun 2026,
Prosesi penyerahan penghargaan dilakukan pada akhir upacara peringatan Hari Satlinmas Ke-64, Hari Kartini dan Hari Otonomi Daerah XXX di halaman Pendapa Agung Kabupaten Malang. Upacara ini diikuti ratusan aparatur sipil negara (ASN) Pemerintah Kabupaten (Pemkab) Malang.

Sebanyak tiga anggota satlinmas yang menerima penghargaan di antaranya Imam Safi'i, anggota Satlinmas Desa Kluwut, Kecamatan Wonosari, dengan masa pengabdian 20 tahun; Sugianto, anggota Satlinmas Desa Randuagung, Kecamatan Singosari, dengan masa pengabdian 20 tahun; serta Nurul Kholifah, anggota Satlinmas Desa Sananrejo, Kecamatan Turen, dengan masa pengabdian 10 tahun.
Selain itu, terdapat tiga perempuan berpredikat Perempuan Inspiratif Kabupaten Malang Tahun 2026. Mereka adalah Khasiah, berperan aktif dalam mendukung kaum minoritas atau difabel di wilayah Kabupaten Malang; Yeni Kristiyowati yang berperan aktif mengajak masyarakat lebih peduli lingkungan sekitar tentang sampah; serta Ina Irawati yang berperan aktif sebagai pendamping korban kekerasan perempuan dan anak di Kabupaten Malang.
Budiar menjelaskan, Hari Satlinmas atau satuan perlindungan masyarakat menjadi pengingat akan pentingnya peran aktif masyarakat dalam menjaga ketenteraman dan ketertiban umum di masing-masing wilayahnya.
"Satuan perlindungan masyarakat merupakan garda terdepan dalam mitigasi bencana, pengamanan lingkungan, serta mendukung penyelenggaraan ketertiban sosial," ungkap Budiar, Senin (27/4/2026).
Menurut dia, dalam konteks kekinian, penguatan kapasitas anggota satlinmas perlu dilakukan melalui peningkatan kompetensi, pemanfaatan teknologi, serta integrasi dengan sistem keamanan dan penanggulangan bencana.
"Hal ini sejalan dengan konsep community-based resilience, di mana masyarakat menjadi subjek utama dalam menjaga keamanan dan keselamatan lingkungannya," kata Budiar.
Selanjutnya, mantan kepala Dinas Perumahan, Kawasan Permukiman dan Cipta Karya (DPKPCK) Kabupaten Malang ini juga mengatakan, momentum Hari Kartini ini juga mengingatkan semua pihak terhadap semangat perjuangan Raden Ajeng Kartini dalam memperjuangkan kesetaraan dan pemberdayaan perempuan.
"Saat ini, peran perempuan tidak hanya sebagai pelengkap, tetapi sebagai aktor utama dalam pembangunan," kata Budiar.

Ia menyebut, berbagai kajian menunjukkan bahwa peningkatan partisipasi perempuan berkontribusi signifikan terhadap pertumbuhan ekonomi, penguatan ketahanan keluarga dan peningkatan kualitas sumber daya manusia.
"Oleh karena itu, pemerintah daerah harus terus menghadirkan kebijakan yang inklusif dan responsif gender, guna memastikan setiap warga negara memiliki kesempatan yang sama untuk berkembang," ujar Budiar.
Sementara itu, di peringatan Hari Otonomi Daerah XXX Tahun 2026, Budiar menyampaikan apresiasinya kepada seluruh jajaran pemerintah daerah, tokoh masyarakat, akademisi, insan pers serta seluruh elemen masyarakat yang turut memberikan kontribusinya dalam menyukseskan pelaksanaan otonomi daerah di Kabupaten Malang.
"Semangat kolaborasi dan partisipasi aktif dari berbagai pihak inilah yang menjadi pilar utama dalam memperkuat tata kelola pemerintahan daerah yang responsif, transparan dan akuntabel," ungkap Budiar.
Pihaknya juga menambahkan, momentum Hari Otonomi Daerah XXX Fahun 2026 yang mengusung tema "Dengan Otonomi Daerah, Kita Wujudkan Asta Cita" ini mengandung makna yang melambangkan kemandirian dan tanggung jawab daerah dalam mengelola potensi lokal untuk secara bersama-sama mewujudkan Asta Cita yang merepresentasikan harapan bangsa Indonesia dengan sinergi yang kuat antara pemerintah pusat dan pemerintah daerah.
"Tanpa koordinasi yang baik, tujuan besar tersebut tidak akan dapat tercapai secara optimal. Oleh karena itu, sinkronisasi antara pemerintah pusat dan daerah menjadi kunci utama dalam keberhasilan pembangunan nasional," pungkas Budiar.
