JATIMTIMES - Pemerintah bersiap mengubah skema pensiun bagi Pegawai Pemerintah dengan Perjanjian Kerja (PPPK). Dalam aturan terbaru, PPPK tetap akan mendapatkan manfaat saat purna tugas, namun bukan lagi dalam bentuk jaminan pensiun seperti yang diterima Pegawai Negeri Sipil (PNS).

Perubahan ini tinggal menunggu pengesahan Presiden Prabowo Subianto. Nantinya, skema pensiun bagi PPPK akan berbasis penghargaan atas kinerja, bukan jaminan tetap seperti sistem konvensional.

Menteri PANRB Rini Widyantini menjelaskan hal tersebut saat rapat dengan Komisi II DPR RI. Ia memaparkan bahwa konsep pensiun untuk ASN, termasuk PPPK, akan mengalami penyesuaian.

“Untuk pensiunan namanya bukan lagi jaminan pensiun, tapi bentuk pemberian penghargaan kepada ASN. Tapi ini masih menunggu persetujuan dan tanda tangan dari Presiden,” ungkap Rini, dikutip wartaekonomi, Kamis (23/4/2026). 

Rini menegaskan, perubahan ini bukan berarti PPPK tidak lagi mendapatkan hak setelah pensiun. Pemerintah tetap memberikan bentuk kompensasi, hanya saja mekanismenya lebih fleksibel dan berbasis penghargaan.

Kebijakan ini tertuang dalam Rancangan Peraturan Pemerintah (RPP) Manajemen ASN 2026, yang merupakan turunan dari Undang-Undang Nomor 20 Tahun 2023 tentang ASN.

Menurut Rini, penyusunan aturan ini melibatkan berbagai kementerian dan lembaga, mulai dari KemenPAN-RB, BKN, Kementerian Keuangan, hingga Lembaga Administrasi Negara (LAN).

“Saat ini sudah melalui tahap uji publik dan finalisasi. Tapi ini masih menunggu persetujuan dan tanda tangan dari Presiden,” jelasnya.

Tak hanya soal pensiun, RPP ini juga menjadi bagian dari reformasi besar dalam sistem kepegawaian negara. Pemerintah ingin membangun manajemen ASN yang lebih modern dan berbasis kinerja.

“RPP ini ditargetkan menjadi dasar transformasi manajemen ASN yang lebih adaptif, modern, dan berbasis kinerja,” tambah Rini.

Sejumlah perubahan juga disiapkan dalam aturan tersebut, di antaranya:
• Penerapan sistem gaji tunggal (single salary) untuk seluruh ASN, termasuk PPPK
• Penyederhanaan jabatan menjadi dua kategori utama, yakni manajerial dan non-manajerial
• Kemudahan mobilitas ASN antar instansi
• Digitalisasi penuh dalam pengelolaan SDM aparatur
• Penilaian kinerja berbasis hasil yang berdampak pada tunjangan dan karier.
