JATIMTIMES - Pemerintah Kota (Pemkot) Surabaya tengah mengkaji skema Kerja Sama Pemerintah-Badan Usaha (KPBU) dengan pola Availability Payment (AP) sebagai langkah strategis dalam menjaga keberlanjutan pembangunan.
Opsi ini dipertimbangkan menyusul penurunan kapasitas fiskal daerah akibat berkurangnya sejumlah sumber pendapatan, termasuk Transfer ke Daerah (TKD) dan Dana Bagi Hasil (DBH) Cukai Hasil Tembakau (CHT).

Wali Kota Surabaya Eri Cahyadi menyampaikan pihaknya masih mendalami implementasi KPBU-AP, khususnya untuk proyek infrastruktur jalan seperti perbaikan maupun overlay. Ia menegaskan koordinasi dengan DPRD menjadi langkah penting sebelum kebijakan tersebut direalisasikan.
"Kita masih mempelajari dengan KPBU-AP. Semoga dengan KPBU-AP ini nanti kami akan koordinasi dengan DPRD bisa dilakukan perbaikan," ujar Wali Kota Eri Cahyadi.
Ia menekankan bahwa Pemkot Surabaya tidak ingin menghentikan pembangunan meskipun menghadapi tantangan fiskal. Menurutnya, tantangan fiskal saat ini semakin berat karena selain TKD yang menurun, DBH dari cukai rokok juga mengalami penurunan hingga berdampak pada total anggaran daerah.
"Hari ini kita tidak boleh lagi menyerah meskipun TKD berkurang, ditambah lagi (DBH CHT) cukai rokok berkurang. Jadi anggaran kita sudah berturunnya sampai Rp1 triliun lebih," tegasnya.
Berdasarkan data tahun 2026, Kota Surabaya menerima DBH CHT sebesar Rp29,327 miliar. Ketentuan ini diatur dalam Peraturan Menteri Keuangan (PMK) Nomor 12 Tahun 2026.
Jumlah tersebut turun dibandingkan tahun 2025 yang mencapai Rp56,724 miliar. Dengan demikian, terjadi penurunan penerimaan DBH CHT sebesar 48,3 persen.

Penurunan tersebut mengharuskan Pemkot Surabaya untuk melakukan penyesuaian prioritas anggaran. Wali Kota Eri mengakui bahwa pemkot kini dihadapkan pada pilihan antara mempertahankan program sosial atau menggenjot pembangunan infrastruktur.
"Kita sekarang tinggal punya pilihan, tetap menjalankan (Program) Rutilahu, pendidikan gratis, kesehatan gratis, atau mengutamakan overlay (jalan) dan lain-lain," ungkapnya.
Meski demikian, ia memastikan seluruh opsi kebijakan akan dibahas pemkot bersama DPRD Surabaya. KPBU-AP menjadi salah satu solusi yang diharapkannya mampu menjembatani kebutuhan pembangunan tanpa membebani fiskal daerah secara langsung.
"Nanti kita akan sampaikan ke DPRD. InsyaAllah dengan salah satu solusinya adalah dengan KPBU-AP," pungkasnya.
