Pemkab Malang: 2026 Tidak Ada Rencana PHK PPPK termasuk Paruh Waktu

JATIMTIMES - Pemerintah Kabupaten (Pemkab) Malang tidak terpikir untuk melakukan Pemutusan Hubungan Kerja (PHK) terhadap Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) di lingkungan Pemkab Malang. 

Hal itu ditegaskan oleh Kepala Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Malang Nurman Ramdansyah. Menurut Nurman, meskipun terdapat beberapa pemerintah daerah di Indonesia yang melakukan PHK terhadap PPPK, Pemkab Malang masih belum mengambil jalan keluar tersebut.

Ia menyebut, BKPSDM Kabupaten Malang juga secara intensif telah melakukan komunikasi dengan Tim Anggaran Pemerintah Daerah (TAPD) Kabupaten Malang. Menurutnya, hal itu merupakak kunci agar tidak terjadi PHK terhadap PPPK. 

"Insya Allah sampai dengan saat ini, kami belum bahkan tidak ada pikiran untuk melakukan PHK terhadap teman-teman PPPK," ungkap Nurman kepada JatimTIMES.com. 

Artinya, saat ini TAPD Kabupaten Malang masih bekerja keras merumuskan skema-skema pembiayaan belanja pegawai. Pasalnya, sesuai dengan ketentuan yang ada di Undang-Undang RI Nomor 1 Tahub 2022 tentang Hubungan Keuangan antara Pemerintah Pusat dan Pemerintah Daerah di tahun 2027 mendatang porsi belanja pegawai di dalam APBD maksimal 30 persen. 

"TAPD masih berusaha keras, mencari skema-skema pembiayaan agar tidak mengorbankan teman-teman PPPK," tutur Nurman. 

Namun, pihaknya tidak dapat memastikan tidak terjadi PHK terhadap PPPK Paruh Waktu di lingkungan Pemkab Malang yang jumlahnya sekitar 360 orang. Pasalnya, sistem kontrak kerja PPPK Paruh Waktu berlaku satu tahun. Di mana untuk PPPK Paruh Waktu bisa diperpanjang jika hasil evaluasi pimpinan menunjukkan nilai yang baik.

"Ada kemungkinan (PHK PPPK Paruh Waktu). Karena PPPK Paruh Waktu ini kontraknya di atas kertas hanya satu tahun. Makanya semuanya kembali ke evaluasi oleh atasannya langsung. Jumlah paruh waktu di kami sekitar 360 an sekian, sesuai skema terakhir yang skema pertolongan darurat itu," jelas Nurman. 

Tetapi yang dapat ia pastikan, bahwa di Tahun Anggaran (TA) 2026, Pemkab Malang tidak berencana melakukan PHK terhadap PPPK maupun PPPK Paruh Waktu. "Kejelasannya yang pasti Insya Allah sampai tahun 2026 ini kami tidak melakukan PHK PPPK termasuk Paruh Waktu," tegas Nurman. 

Sementara itu, seperti yang telah diberitakan sebelumnya, Bupati Malang HM. Sanusi menegaskan, Pemkab Malang tidak berencana melakukan PHK terhadap PPPK maupun PPPK Paruh Waktu selama tidak terdapat regulasi berupa peraturan perundang-undangan yang mengatur terkait hal tersebut.
