JATIMTIMES – Panitia Khusus (Pansus) BUMD DPRD Provinsi Jawa Timur (Jatim) menyiapkan skema strategis untuk menghidupkan kembali Pasar Induk Puspa Agro yang terletak di Desa Jemundo, Kecamatan Taman, Kabupaten Sidoarjo. Skema ini bakal mengadopsi keberhasilan tata kelola Food Station di DKI Jakarta.

Langkah ini diambil setelah Pansus melakukan studi banding pada Jumat (17/4/2026) kemarin, untuk menemukan solusi konkret bagi keberlangsungan PT Puspa Agro, yang merupakan anak usaha BUMD PT Jatim Grha Utama.

Anggota Pansus BUMD DPRD Jatim, Sri Untari Bisowarno, menegaskan bahwa hasil kunjungan kerja ini akan menjadi dasar rekomendasi Pansus untuk melakukan perombakan total pada sistem manajemen Puspa Agro. 

"Maksud kami studi ke Food Station DKI Jakarta ini adalah agar Pansus bisa merekomendasikan terkait dengan Puspa Agro di Jawa Timur yang terbengkalai dan mati. Kita melihat Food Station mampu membuat pangan sangat terjangkau,” ujar Untari, Sabtu (18/4/2026).

Menurutnya, kesuksesan PT. Food Station Tjipinang Jaya (Perseroda) dalam menata ketahanan pangan melalui strategi yang tepat sejak 2014 menjadi referensi utama yang harus diimplementasikan di Jatim. Sebelum menjelma menjadi pilar ketahanan pangan, instansi tersebut awalnya hanya berfokus pada sektor pergudangan dan perumahan.

Perubahan visi terjadi saat pemerintah menyadari urgensi pemenuhan bahan pokok bagi 11 juta penduduk Jakarta, yang kemudian diwujudkan melalui pembangunan jaringan hinterland di berbagai daerah penghasil seperti Karawang, Bekasi, hingga Lampung.

Kini, menurut legislator dari Dapil Malang Raya ini, Food Station tidak hanya berhasil menyediakan pangan terjangkau, tetapi juga telah memperluas kemitraan ke berbagai daerah, baik di Jawa maupun luar Jawa.

Sri Untari menilai, kesuksesan Jakarta dalam mengelola sistem logistik pangan ini harus menjadi referensi utama atau insight berharga bagi proses revitalisasi Puspa Agro. Ia menyoroti bahwa masalah utama yang membuat Puspa Agro "mati suri" bukanlah pada gagasan dasarnya, melainkan pada tata kelola yang tidak profesional.

“Sesungguhnya ide dan gagasan Puspa Agro dulu itu bagus banget, tetapi kita melihat bahwa kurang manajemen dan sistem. Kurang profesional sehingga membuat Puspa Agro akhirnya tidak menjadi seperti harapan semula. Kami menemukan berbagai upaya-upaya kuat jika nanti Pemprov Jatim ingin memperbaiki Puspa Agro, tentu saja harus melihat Food Station ini sebagai sebuah referensi,” tegas Untari.

Lebih lanjut, legislator Fraksi PDI Perjuangan ini mengidentifikasi adanya ceruk pasar yang sangat besar di internal Pemprov Jatim yang selama ini belum tergarap optimal oleh Puspa Agro. Strategi utama yang dirancang adalah mentransformasi peran Puspa Agro dari sekadar pengelola pasar fisik menjadi penyuplai utama (supplier) kebutuhan pangan bagi ekosistem pemerintahan.

Hal ini didasarkan pada besarnya basis konsumen tetap, yakni lebih dari 55.000 Aparatur Sipil Negara (ASN) di lingkungan Pemprov Jatim yang kebutuhan berasnya dapat dipenuhi langsung oleh BUMD pangan ini. Skema ini menciptakan keterjaminan pasar (captive market) yang stabil bagi Puspa Agro untuk bangkit dari kondisi terbengkalai.

Selain itu, lanjut Untari, dengan menyinergikan BUMD pangan bersama 14 rumah sakit milik Pemprov, akan tercipta efisiensi anggaran yang signifikan. Puspa Agro dapat berperan sebagai agregator untuk menyuplai komoditas seperti telur dan beras ke rumah sakit tersebut, sehingga rantai distribusi menjadi lebih pendek dan harga pangan di tingkat instansi pemerintah menjadi lebih terkontrol.

Sri Untari menggarisbawahi bahwa kegagalan Puspa Agro selama ini bukan terletak pada gagasan dasarnya, melainkan pada eksekusi manajemen yang kurang profesional dan tidak sistematis. Oleh karena itu, salah satu rekomendasi utama Pansus adalah memastikan pengelolaan BUMD pangan ini bebas dari kebocoran dan diisi oleh tenaga ahli yang kompeten.

“Pikiran kami sih, dengan Jawa Timur punya 14 rumah sakit, punya instansi-instansi, mestinya itu mampu untuk bisa menjadi semacam ini. Karena beras pegawai negeri mungkin bisa diambilkan dari sini, kemudian nanti bisa mensuplai rumah sakit berupa telur maupun beras. Saya kira bisa menghidupkan kembali, asal memang mengambil orang-orang profesional dan manajemennya tidak bocor,” pungkas Sri Untari.
