JATIMTIMES - Sejumlah jabatan strategis di lingkungan Pemerintah Kota Malang masih kosong dan menunggu pengisian. Mulai dari staf ahli hingga kepala dinas, kekosongan ini turut merembet hingga tingkat kelurahan dan sekolah.

Beberapa posisi yang belum terisi di antaranya staf ahli bidang hukum, pemerintahan, dan politik. Selain itu, asisten I bidang pemerintahan dan kesejahteraan rakyat serta asisten III bidang administrasi juga masih kosong.

Tak hanya itu. Kursi kepala DLH, kepala BKPSDM, kepala Bakesbangpol, hingga kepala Inspektorat juga belum terisi. Bahkan, jabatan kepala sekolah di sejumlah satuan pendidikan turut mengalami kekosongan.

Wali Kota Malang Wahyu Hidayat mengatakan, proses mutasi dan pengisian jabatan saat ini masih berjalan. Pemerintah kota masih menunggu tahapan yang harus dilalui sebelum eksekusi dilakukan.

“Proses sudah berjalan, ya, kita tinggal tunggu saja karena harus kita lakukan proses tersebut,” ujar Wahyu.

Ia menjelaskan, saat ini tahapan yang dilakukan meliputi job fit dan seleksi terbuka. Dalam proses tersebut, pihaknya juga harus intens berkonsultasi dengan (BKN).

“Prosesnya karena ini ada job fit, kemudian ada selter. Jadi, nanti kita harus banyak konsultasi dengan BKN,” jelasnya.

Menurut Wahyu, pemilihan pejabat baru akan sangat mempertimbangkan kinerja. Ia bersama wakil wali kota ingin memastikan pejabat yang terpilih benar-benar memiliki kapasitas.

“Ya, jelas tentu terkait dengan kinerja. Kita akan kejar, makanya agak sedikit lama karena saya dengan Mas Wakil belum tahu secara mendalam,” katanya.

Ia menambahkan, selama hampir satu tahun masa kepemimpinan, pihaknya sudah mulai memetakan kinerja para pejabat. Penilaian dilakukan dari laporan, kedisiplinan, hingga tanggung jawab yang dijalankan.

“Saya rasa dengan satu tahun ini kita sudah bisa mengetahui bagaimana kinerja masing-masing,” imbuhnya.

Terkait tahapan seleksi terbuka, Wahyu menyebut akan dilakukan setelah proses job fit rampung. Namun, waktu pelaksanaannya masih menunggu koordinasi lebih lanjut. “Setelah job fit baru kita selter,” ujarnya.

Ia menegaskan, seluruh proses mutasi dan pengisian jabatan harus mendapatkan persetujuan dari BKN. Hal ini karena terdapat sejumlah aturan dan kualifikasi yang harus dipenuhi. “Karena persetujuan BKN itu kan tentu harus ada aturan-aturannya,” ujarnya.

Wahyu menyebut, rekomendasi dari BKN menjadi penentu sebelum mutasi benar-benar dijalankan. Setelah seluruh persetujuan dikantongi, barulah eksekusi dilakukan. “Eksekusinya setelah mendapat persetujuan baru kita eksekusi,” tandasnya.

Meski ditargetkan berlangsung dalam waktu dekat, ia belum bisa memastikan apakah mutasi akan terlaksana bulan ini. Semua masih bergantung pada proses koordinasi dan regulasi yang berlaku.

“Ya, itu tergantung kita, koordinasinya terus dengan BKN. Ada aturan-aturan baru juga yang harus kita sesuaikan,” pungkasnya.
