JATIMTIMES - Praktik jual beli kios di Pasar Besar Kota Malang mencuat ke publik. Namun Dinas Koperasi, Perindustrian, dan Perdagangan (Diskopindag) menegaskan hal itu dilarang. Kepala Diskopindag Kota Malang, Eko Sri Yuliadi, menyebut aturan sudah jelas.

Kios pasar tidak boleh diperjualbelikan atau dialihkan tanpa izin resmi. Ia mengatakan, ketentuan tersebut telah diatur dalam Peraturan Daerah tahun 2024. Setiap bentuk pengalihan wajib melalui prosedur dan sepengetahuan dinas.

“Sudah kita buatkan surat. Sesuai perda, kios itu tidak boleh dibaliknamakan atau diperjualbelikan tanpa izin dinas,” ujar Eko, Senin (13/4/2026).

Eko menegaskan, Diskopindag tidak pernah melegalkan praktik jual beli kios. Larangan itu berlaku untuk seluruh pedagang di pasar daerah. Menurut dia, jika ada transaksi, itu dilakukan antar pedagang secara internal. Pihak dinas mengaku tidak mengetahui praktik tersebut.

“Itu mereka, kita tidak tahu. Internal mereka,” tegasnya.

Saat disinggung kemungkinan adanya keterlibatan oknum, Eko membantah tegas. Ia memastikan tidak ada pihak dari Diskopindag yang terlibat.

“Jangan menyebut oknum. Mereka transaksi sendiri. Di Diskopindag saya pastikan tidak ada,” katanya.

Eko kembali menekankan bahwa seluruh kios merupakan aset pemerintah daerah. Karena itu, tidak bisa diperjualbelikan secara bebas. Ia menjelaskan, mekanisme pengalihan tetap ada, tetapi harus melalui prosedur resmi. Proses tersebut tidak sama dengan jual beli.

“Kalau pengalihan harus resmi, ada mekanismenya. Tapi bukan jual beli, karena aset tetap milik pemerintah,” jelasnya.

Dengan penegasan ini, Diskopindag meminta pedagang mematuhi aturan. Praktik jual beli kios di luar prosedur berpotensi melanggar hukum.
