JATIMTIMES - Komisi III DPRD Kabupaten Situbondo menggelar rapat kerja bersama Dinas Lingkungan Hidup (DLH) dengan fokus utama pada upaya peningkatan Pendapatan Asli Daerah (PAD) dari sektor persampahan dan pengelolaan limbah, Kamis (9/4/2026).

Rapat tersebut juga menyoroti pentingnya kepatuhan Satuan Pelayanan Pemenuhan Gizi (SPPG) pelaku usaha terhadap standar lingkungan, khususnya terkait Instalasi Pengolahan Air Limbah (IPAL), mengingat SPPG merupakan garda terdepan dalam mendukung program Makan Bergizi Gratis (MBG) bagi siswa, ibu hamil, dan balita.

Anggota Komisi III DPRD Situbondo dari Fraksi PKB, Johantono, menyampaikan bahwa sektor persampahan memiliki potensi besar untuk mendukung peningkatan PAD daerah apabila dikelola secara optimal dan sesuai regulasi yang berlaku. Oleh karena itu, pihaknya terus mendorong penguatan tata kelola lingkungan melalui pengawasan terhadap pelaku usaha. 

Menurut politisi muda yang akrab disapa Mas Jhon itu, salah satu poin penting yang dibahas dalam rapat kerja tersebut adalah kewajiban bagi seluruh pemilik Satuan Pelayanan Pemenuhan Gizi (SPPG) untuk memiliki IPAL yang sesuai dengan standar yang telah ditetapkan oleh Kementerian Lingkungan Hidup.

"Rapat kerja dengan DLH yang konsentrasi kita pada support untuk PAD dari sektor persampahan. Salah satu yang didiskusikan ialah semua pemilik SPPG diharapkan memiliki IPAL sesuai standar yang sudah ditentukan dalam Peraturan Menteri Lingkungan Hidup yang ditujukan untuk pemilik SPPG seluruh Indonesia, khususnya di Situbondo," ujar Mas Jhon.

Ia menjelaskan bahwa keberadaan IPAL yang memenuhi standar bukan hanya untuk kepentingan administrasi semata, melainkan sebagai bentuk tanggung jawab pelaku usaha dalam menjaga kelestarian lingkungan serta mencegah pencemaran yang dapat merugikan masyarakat.

Namun demikian, lanjut Mas Jhon berdasarkan data yang disampaikan dalam rapat tersebut, dari lebih dari 30 SPPG yang telah beroperasi di Kabupaten Situbondo, baru sekitar 7 SPPG yang telah membangun fasilitas IPAL. Ironisnya, dari jumlah tersebut, IPAL yang tersedia masih belum memenuhi standar yang ditetapkan oleh Kementerian Lingkungan Hidup.

"Dari 30 lebih SPPG di Kabupaten Situbondo yang sudah beroperasi, baru 7 yang membangun IPAL. Dari 7 itu ternyata IPAL-nya belum standar Kementerian Lingkungan Hidup," tegasnya.

Kondisi tersebut, lanjut Mas Jhon, menjadi perhatian serius Komisi III DPRD Situbondo karena berpotensi menimbulkan dampak lingkungan apabila tidak segera ditangani dengan baik. Oleh karena itu, diperlukan langkah tegas dan terukur dari pemerintah daerah melalui instansi teknis terkait.

Sebagai tindak lanjut, Komisi III DPRD Situbondo berharap Dinas Lingkungan Hidup segera mengeluarkan surat imbauan resmi kepada seluruh pemilik SPPG di Kabupaten Situbondo agar segera membangun IPAL sesuai standar yang telah ditetapkan oleh Kementerian Lingkungan Hidup.

"Maka diharapkan semua SPPG untuk membuat IPAL standar Kementerian Lingkungan Hidup. Kami juga berharap DLH memberikan surat imbauan kepada seluruh SPPG di Kabupaten Situbondo agar segera memenuhi kewajiban tersebut," imbuhnya.

Komisi III DPRD Situbondo menegaskan bahwa kepatuhan terhadap regulasi lingkungan merupakan bagian penting dalam mendukung pembangunan daerah yang berkelanjutan. Selain meningkatkan PAD dari sektor persampahan, langkah ini juga diharapkan mampu menjaga kualitas lingkungan hidup serta kesehatan masyarakat di Kabupaten Situbondo.
