JATIMTIMES - Sekretaris Jenderal Kementerian Imigrasi dan Pemasyarakatan (Sekjen Imipas) Asep Kurnia melakukan inspeksi langsung ke Lembaga Pemasyarakatan (Lapas) Kelas I Malang. Dalam kunjungan itu, Asep tak hanya meninjau fasilitas, tetapi juga memastikan harga kebutuhan pokok di dalam lapas, hak ekonomi warga binaan, hingga kualitas program pembinaan berjalan sesuai standar.

Sorotan pertama tertuju pada Kantin Primkopasindo Lapas Malang. Asep mengecek langsung daftar harga kebutuhan pokok untuk memastikan kebijakan satu harga yang diterapkan telah sesuai ketentuan Induk Koperasi Pemasyarakatan Indonesia (Inkopasindo).
Tak berhenti pada pengecekan harga, Sekjen Imipas juga berdialog langsung dengan sejumlah warga binaan untuk memastikan mereka memperoleh akses kebutuhan sehari-hari dengan harga yang wajar dan tanpa praktik yang merugikan.
"Pelayanan dasar seperti kantin harus menjunjung prinsip keadilan dan transparansi. Pastikan harga yang diterapkan sesuai ketentuan, tidak memberatkan warga binaan, serta benar-benar menjadi bentuk pelayanan yang humanis," tegas Asep Kurnia.
Usai meninjau kantin, perhatian Asep beralih ke ruang pembinaan Batik Tulis Lowokwaroe yang menjadi salah satu program unggulan Lapas Kelas I Malang. Di lokasi itu, ia mengamati langsung proses produksi batik yang dikerjakan warga binaan, mulai dari pembuatan desain digital hingga proses membatik secara manual.
Namun, yang menjadi perhatian khusus bukan hanya hasil karya warga binaan, melainkan juga hak ekonomi mereka. Asep memastikan para warga binaan yang bekerja memperoleh premi atas hasil produksinya.
Asep kemudian memberikan arahan agar sistem tersebut ditingkatkan melalui kerja sama dengan lembaga perbankan. Menurutnya, setiap warga binaan idealnya memiliki rekening pribadi sehingga dana premi tersimpan lebih aman sekaligus menjadi modal awal ketika kembali ke masyarakat.
"Ke depan, pengelolaan premi perlu ditingkatkan melalui sistem perbankan. Selain lebih aman dan akuntabel, dana tersebut dapat langsung dimanfaatkan oleh warga binaan ketika kembali ke masyarakat sebagai modal awal untuk berusaha dan membangun kehidupan yang mandiri," ujarnya.

Kepala Lapas Kelas I Malang Christo Victor Nixon Toar menjelaskan bahwa seluruh premi dikelola secara transparan melalui sistem tabungan sehingga dapat dimanfaatkan setelah warga binaan bebas.
"Seluruh warga binaan yang bekerja dalam program pembinaan kemandirian telah memperoleh hak premi yang dikelola secara akuntabel melalui buku tabungan premi. Hal ini merupakan bentuk penghargaan atas produktivitas mereka sekaligus menjadi bekal awal untuk membangun kehidupan yang lebih baik setelah bebas," kata Christo.
Menanggapi arahan terkait perbankan didalam lapas, Christo memastikan pihaknya siap memperkuat sistem pembinaan agar tidak hanya menghasilkan keterampilan, tetapi juga membangun kemandirian ekonomi warga binaan.
"Kami berkomitmen untuk terus menghadirkan pembinaan yang tidak hanya membekali warga binaan dengan keterampilan kerja, tetapi juga mempersiapkan aspek ekonomi, karakter, dan kemandirian sehingga proses reintegrasi sosial dapat berjalan lebih optimal," pungkasnya.
