JATIMTIMES - Wacana pembentukan Rancangan Peraturan Daerah (Raperda) tentang pencegahan LGBT mulai digulirkan DPRD Kota Malang. Ketua DPRD Kota Malang Amithya Ratnanggani Sirraduhita menyatakan lembaganya akan mengalokasikan anggaran pada Perubahan APBD (PAK) 2026 untuk penyusunan naskah akademik sebagai langkah awal pembentukan regulasi tersebut.

Rencana tersebut diperkirakan menjadi salah satu isu yang akan menyita perhatian publik. Selain menyangkut kebijakan daerah, usulan itu juga membuka ruang diskusi mengenai urgensi pembentukan perda baru di tengah berbagai persoalan Kota Malang yang masih menunggu penyelesaian.

Amithya mengatakan regulasi dibutuhkan agar pemerintah memiliki dasar hukum dalam menjalankan edukasi maupun penindakan sesuai kewenangannya. "DPRD segera anggarkan ranpeda perda untuk mencegahan LGBT," tegas Amithya belum lama ini.

Menurutnya, keberadaan perda juga diharapkan dapat mencegah munculnya tindakan main hakim sendiri yang dilakukan masyarakat ketika menemukan dugaan praktik LGBT. Ia menegaskan penanganan seharusnya dilakukan oleh pemerintah bersama aparat penegak hukum, bukan melalui aksi kekerasan.

"DPRD berharap agar apa bila ada masyarakat menemukan praktik-praktik LGBT bisa melaporkan kepada pemerintah dan aparat penegak hukum untuk menindak sehingga tidak terjadi masyarakat bertindak sendiri dengan melakukan praktek kekerasan seperti di daerah lain, di karenakan bagaimanapun juga DPRD Kota Malang mengharap penindakan secara edukasi dan pemahaman bisa memutus rantai LGBT dan penindakan hukum sebagai obat terahir untuk memutus rantai LGBT,” beber Amithya.

Selain penyusunan regulasi, DPRD juga mendorong adanya sosialisasi kepada masyarakat dan lingkungan sekolah. Menurut Amithya, langkah tersebut menjadi bagian dari upaya pemerintah daerah dalam menjalankan program edukasi yang nantinya mengacu pada ketentuan dalam perda apabila telah disahkan.

Di sisi lain, DPRD Kota Malang juga menyatakan komitmennya mendukung upaya pemerintah dalam menekan penyebaran penyakit menular, termasuk HIV/AIDS, melalui penguatan program kesehatan masyarakat.

Rencana penyusunan naskah akademik itu akan menjadi pintu masuk pembahasan Raperda di DPRD Kota Malang. Selanjutnya, usulan tersebut masih harus melalui tahapan penyusunan, pembahasan, hingga persetujuan bersama sesuai mekanisme pembentukan peraturan daerah.
