Makeover Pantai Ngliyep, Pemkab Malang Libatkan Investor

JATIMTIMES - Pemerintah Kabupaten (Pemkab) Malang bakal melibatkan pihak ketiga atau investor untuk makeover atau merubah penampilan destinasi wisata Pantai Ngliyep di Desa Kedungsalam, Kecamatan Donomulyo, Kabupaten Malang. 

Sekretaris Daerah Kabupaten Malang Budiar menyampaikan, saat ini sudah ada satu investor yang telah bertemu dengan Bupati Malang HM. Sanusi untuk memaparkan konsep pengelolaan Pantai Ngliyep yang digadang-gadang akan dibuat mirip seperti destinasi song of the sea di Pulau Sentosa, Singapura. Investor itu adalah pemilik dan pengelola Santerra de Laponte.

"Salah satu investor yang tertarik mengelola yakni Santerra de Laponte. Saat saya ikut rapat, itu Santerra inginnya (Pantai Ngliyep) dibuat seperti di Singapura namanya Song of The Sea. Konsepnya seperti itu," ungkap Budiar kepada JatimTIMES.com. 

Pejabat publik yang sebelumnya menjabat sebagai Kepala Dinas Perumahan, Kawasan Permukiman dan Cipta Karya (DPKPCK) Kabupaten Malang ini menyebutkan, bahwa dari hasil pertemuan antara Bupati Malang HM. Sanusi beserta jajaran dengan pihak Santerra de Laponte masih belum membicarakan terkait nilai investasi yang bakal digelontorkan untuk merombak Pantai Ngliyep seperti di Singapura. 

Namun, Budiar menyebut, yang menjadi catatan dari Santerra de Laponte kepada Pemkab Malang yakni perihal perizinan. Mengingat Pantai Ngliyep masuk di dalam kawasan hutan seluas kurang lebih 10 hektare. 

"Waktu rapat belum menyampaikan nilai (investasi). Tetapi mereka minta perizinannya mohon dilancarkan. Artinya kita tidak melanggar aturan, tetapi investasi itu kan harus berkembang, tata ruang harus tumbuh kembang. Makanya kita harus membantu," ujar Budiar. 

Pihaknya juga megatakan, proses perizinan untuk pengembangan Pantai Ngliyep oleh investor nantinya akan berjalan dengan mudah dan cepat, sesuai dengan peraturan perundang-undangan yang berlaku. Dalam tahapan proses penerbitan izin, Pemkab Malang juga melakukan konsultasi dengan aparat penegak hukum agar tidak terjadi permasalahan hukum di kemudian hari. 

Budiar mengaku, saat ini pengelolaan Pantai Ngliyep masih di bawah kendali Perumda Jasa Yasa yang merupakan Badan Usaha Milik Daerah (BUMD) Kabupaten Malang. Sehingga, dalam pembicaraan dengan pihak Santerra de Laponte masih belum membahas mengenai realiasi pengelolaan Pantai Ngliyep oleh Santerra de Laponte. 

"Saat rapat masih sebatas membahas mengenai perizinan dulu. Nanti akan ada tim yang turun yakni dari tata ruang, perizinan, dengan Santerra, kita cek ke lokasi dan kita shareloc untuk melihat sejauh mana bangunan nantinya menjorok ke daratan," jelas Budiar. 

Lebih lanjut, disinggung mengenai target pengelolaan Pantai Ngliyep oleh Santerra de Laponte atau investor lainnya, ia ingin secepatnya dapat terealisasi. Pihaknya berkomitmen untuk melakukan percepatan dalam pengurusan segala macam persyaratan dan perizinan pengelolaan Pantai Ngliyep oleh investor.

"Nanti yang mengelola full Santerra, mungkin nanti bagi hasil saja (dengan Perumda Jasa Yasa atau Pemkab Malang). Tetapi saat rapat belum membicarakan tentang bussiness to bussiness, tetapi berbicara mengenai perizinan dan konsepnya dulu," beber Budiar. 

Sementara itu, Kepala Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Malang Subur Hutagalung menambahkan, bahwa terkait dengan Santerra de Laponte yang akan mengelola kawasan Pantai Ngliyep masih dalam tahap penjajakan dan pertemuan dengan Bupati Malang HM. Sanusi beserta stakeholder terkait baru sekali terlaksana. 

Ia mengaku hingga saat ini masih belum ada proses pengajuan perizinan dari pihak Santerra de Laponte atau pihak investor lainnya untuk mengelola kawasan Pantai Ngliyep. Namun, ia merespons positif ketika ada investor yang akan berinvestasi di Kabupaten Malang. 

"Pemerintah Kabupaten Malang berkomitmen menyambut baik investasi itu. Salah satunya dengan percepatan pelayanan perizinan. Perizinannya yang sepanjang memang diatur perundang-undangan, kita percepat," tegas Subur. 

Subur mengatakan, Pantai Ngliyep merupakan salah satu pantai di wilayah Kabupaten Malang yang memang menarik untuk dikembangkan. Hal itu mengacu beberapa faktor pendukung. Salah satu yang membuat investor tertarik berinvestasi di Pantai Ngliyep yakni mengenai status lahan Pantai Ngliyep yang telah menjadi aset milik Pemkab Malang. 

"Yang pertama dari sisi status tanah, itu adalah tanah milik Pemerintah Kabupaten Malang hasil tukar-menukar, sehingga sudah ada kepastian status tanah. Selain itu, Pemkab Malang juga terbuka terhadap investor, baik terkait perizinannya maupun berbagai permasalahan lainnya," pungkas Subur.
