JATIMTIMES – Tatanan birokrasi di lingkungan Pemerintah Kota Batu bakal mengalami perombakan besar. Pasalnya, Panitia Khusus (Pansus) DPRD Kota Batu resmi menyetujui pembentukan Dinas Pemberdayaan Masyarakat dan Desa (DPMD).
Langkah restrukturisasi yang digodok dalam Raperda Susunan Organisasi dan Tata Kerja (SOTK) ini dipastikan berimbas pada pembubaran satu instansi eksisting, yakni Dinas Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk dan Keluarga Berencana (DP3AP2KB).

Kebijakan strategis ini diambil sebagai langkah konkret untuk mengurai gemuknya beban kerja urusan pedesaan, sekaligus merespons desakan dari Asosiasi Petinggi dan Lurah (APEL) Kota Batu.
Kendati memunculkan nomenklatur baru, perombakan ini tidak akan menambah jumlah Satuan Kerja Perangkat Daerah (SKPD) secara keseluruhan melainkan murni menggeser dan mengonsolidasikan fungsi OPD yang sudah ada.
Nantinya, struktur DPMD akan ditopang oleh tiga bidang pecahan dari DP3AP2KB, yakni bidang pemberdayaan masyarakat, bidang aparatur desa, serta bidang perencanaan dan keuangan desa.
"Selama ini, beban kerja urusan desa dinilai terlalu gemuk karena keberadaannya menempel pada instansi perlindungan anak," ujar Wakil Ketua Pansus DPRD Kota Batu, Khamim Tohari.
Penghapusan DP3AP2KB otomatis memicu efek domino pada pergeseran urusan pelayanan publik lainnya. Urusan Pengendalian Penduduk dan Keluarga Berencana (KB) kini dialihkan di bawah komando Dinas Kesehatan (Dinkes).
Sementara itu, untuk sektor Perlindungan Perempuan dan Anak (PPA) akan dilebur ke dalam Dinas Sosial (Dinsos) agar penanganan kelompok rentan bisa lebih terfokus.
Di sisi lain, pihak legislatif mewanti-wanti agar masa transisi ini tidak mengganggu pelayanan masyarakat. Pemkot Batu dituntut segera merampungkan peta jalan (roadmap) yang rigid, mulai dari inventarisasi aset, penataan SDM, hingga penyusunan Standar Operasional Prosedur (SOP) yang baru guna mencegah tumpang tindih kewenangan.

Menyikapi hal itu, eksekutif memastikan kesiapan anggaran operasional instansi baru tersebut telah dikunci dengan aman dalam perencanaan keuangan daerah.
“Kami masukkan ke dalam Kebijakan Umum Anggaran (KUA) serta Prioritas dan Plafon Anggaran Sementara (PPAS) agar anggarannya terpetakan dengan jelas, baik untuk penataan SDM maupun operasional dinas baru nanti,” tegas Wakil Wali Kota Batu, Heli Suyanto.
Heli menambahkan, proses pengisian jabatan struktural di tubuh DPMD ke depan akan dikawal secara ketat dan transparan menggunakan sistem merit. Penempatan figur pejabat murni mengacu pada prinsip the right man on the right place.
"Ditargetkan bisa beroperasi penuh pada tahun anggaran mendatang," katanya.
