JATIMTIMES – Kasus pencurian laptop di Kantor Pemerintah Kabupaten (Pemkab) Magetan yang terjadi pada Sabtu 13 Juni 2026 lalu memicu evaluasi besar-besaran. Sekretaris Daerah Kabupaten Magetan Welly Kristanto mengungkap sejumlah kelemahan fatal pada sistem pengamanan aset digital dan fasilitas penunjang keamanan di area pusat pemerintahan tersebut.
Langkah yang kini diambil oleh Pemkab Magetan bersama Bagian Hukum dan instansi terkait adalah melacak 7 unit laptop yang hilang maupun memperketat celah pengamanan gedung agar kejadian serupa tidak terulang.

Welly Kristanto menjelaskan, hasil pengecekan bersama Bagian Umum menunjukkan adanya kendala teknis pada penempatan perangkat pengawas visual. Posisi monitor closed circuit television (CCTV) di pos penjagaan dinilai tidak ideal bagi petugas Satpol PP yang berjaga harian.
"Terkait keamanan, saya sudah komunikasi dengan Bagian Umum. Harus diatur ulang, baik dari sisi letak kamera maupun monitornya. Ternyata monitor untuk melihat CCTV itu terlalu tinggi," ujar Welly Kristanto saat dikonfirmasi, Senin (22/6/2026).
Posisi layar yang terlalu mendongak membuat petugas kesulitan memantau pergerakan visual secara optimal dalam durasi yang lama.
"Sudah disepakati untuk diturunkan posisinya, sehingga yang jaga bisa mengamati monitor dengan jelas tanpa harus mendongak. Posisi sudut pandang kamera CCTV juga ikut dievaluasi," lanjutnya.
Selain masalah teknis perangkat elektronik, sekda menegaskan bahwa titik lemah yang paling krusial dan harus segera dibenahi adalah kedisiplinan terhadap standard operating procedure (SOP) harian. Ke depan, alur pertanggungjawaban penutupan gedung dan manajemen kunci harus tercatat dengan jelas.
"Yang terpenting adalah SOP. Jadi, SOP siapa yang bertanggung jawab menutup ruangan, siapa yang bertanggung jawab mengunci. Terus kemudian kunci itu harus diserahkan ke pos penjagaan. Siapa yang menyerahkan dan sebagainya, lalu bagaimana konsekuensinya ketika tidak diserahkan. Nah, itu yang kemarin saya minta untuk diperbaiki," ucap sekda.

Menanggapi pertanyaan terkait isu kurangnya personel Satpol PP Kabupaten Magetan untuk penjagaan malam dan akhir pekan, Welly memastikan bahwa kuantitas anggota yang ada saat ini masih mencukupi, asal didukung sistem teknologi yang prima.
"Kalau perangkat CCTV sudah lengkap dan posisinya optimal, personel yang bertugas tinggal memantau dari layar monitor secara fokus," tambahnya.
Aksi pembobolan pada pertengahan Juni ini mengakibatkan hilangnya 7 unit laptop dari meja kerja kantor dinas. Dari total unit yang raib, 2 di antaranya merupakan laptop pribadi milik pegawai Pemkab Magetan. Sedangkan 5 unit lainnya adalah laptop dinas yang merupakan aset daerah.
Saat ini, Bagian Hukum Pemkab Magetan tengah berkoordinasi intensif dengan dinas terkait untuk memitigasi risiko kebocoran data penting yang tersimpan di dalam laptop dinas tersebut. Pemkab Magetan memastikan data pemerintahan tetap aman karena memiliki sistem pencadangan digital terpusat, sementara proses hukum penangkapan pelaku sepenuhnya diserahkan kepada pihak kepolisian.
