JATIMTIMES – Pemerintah Kota Batu mengevaluasi total sektor pendapatan daerah setelah sejumlah target pajak daerah dan retribusi pada APBD 2025 dilaporkan meleset. Fakta tersebut dibeberkan oleh Wali Kota Batu Nurochman saat menyampaikan jawaban atas pandangan umum fraksi-fraksi DPRD dalam rapat paripurna di gedung DPRD Kota Batu, Minggu (22/6/2026).
Dalam sidang pertanggungjawaban pelaksanaan APBD 2025 tersebut, Nurochman mengungkapkan realisasi pendapatan asli daerah (PAD) Kota Batu hanya menyentuh Rp302,95 miIiar atau 92,37 persen dari target makro. Beberapa sektor vital seperti pajak barang dan jasa tertentu (PBJT) jasa perhotelan, pajak hiburan, pajak reklame, hingga pajak air tanah tercatat gagal memenuhi target yang telah ditetapkan.

Menurut Nurochman, merosotnya pendapatan seperti sektor perhotelan dipicu oleh kebijakan efisiensi anggaran pemerintah pusat yang berdampak pada penurunan kunjungan meeting, incentives, conference, exhibition (MICE). Hal tersebut kemudian ikut menyeret jatuh capaian pajak hiburan di angka 94,08 persen.
Ia juga membeberkan alasan pajak reklame yang juga jeblok dan hanya bertengger di angka 83,40 persen. "Banyak pengusaha yang beralih melakukan publikasi melalui media sosial sehingga tidak menggunakan media publikasi fisik," urai Nurochman.
Sementara untuk pajak air tanah yang macet di angka 87,29 persen, wali kota mengungkapkan adanya kendala tunggakan masal pada pengurus Hippam akibat keberatan atas kenaikan nilai perolehan air berdasarkan Peraturan Gubernur Jawa Timur Nomor 35 Tahun 2025.
"Hippam diselenggarakan untuk melakukan pelayanan kepada masyarakat sehingga dengan kenaikan nilai perolehan air tersebut, pengurus Hippam enggan menaikkan pembayaran air yang dibebankan kepada masyarakat," jelasnya.
Menyikapi jebloknya retribusi daerah yang hanya mentok di angka 43,56 persen, Pemkot Batu kini tengah menyiapkan langkah inovatif dengan mengkaji perubahan status UPT Pasar menjadi badan layanan umum daerah (BLUD).
Langkah penataan ini juga diperkuat dengan rencana perbaikan sistem gate parkir elektronik di kawasan alun-alun dan Pasar Induk Among Tani yang sempat mengalami kendala teknis operasional di lapangan.

Di sektor belanja daerah yang terealisasi sebesar 89,16 persen, belanja barang dan jasa dilaporkan menyerap 83,90 persen yang diwarnai efisiensi penawaran mitra melalui e-katalog sebesar 10 hingga 20 persen di bawah harga perkiraan sendiri (HPS).
Sedangkan untuk serapan belanja modal yang berada di angka 85,30 persen, Nurochman mengungkap adanya evaluasi tegas berupa sanksi putus kontrak pada 3 paket pekerjaan fisik yang gagal memenuhi target performa. Pihaknya berkomitmen menyelesaikan penataan aset properti investasi dan piutang pajak daerah secara rigid.
"Sebagai tindak lanjut rekomendasi hasil temuan BPK, BKAD menyusun action plan dengan target waktu 60 hari," pungkas Nurochman.
