JATIMTIMES – Upaya Pemerintah Kota (Pemkot) Batu dalam memperjuangkan nasib para petani lokal yang kesulitan mendapatkan akses pupuk subsidi terus bergulir. Kendati surat resmi yang dilayangkan ke Kementerian Pertanian (Kementan) RI hingga kini belum membuahkan hasil, jajaran eksekutif menyiapkan strategi alternatif untuk membawa ke forum nasional.
Mandeknya restu dari pusat terkait dispensasi pupuk subsidi bagi sektor hortikultura, perkebunan apel, hingga sektor peternakan ini rencananya bakal diboyong langsung ke forum nasional Kontak Tani Nelayan Andalan (KTNA).

Wakil Wali Kota Batu, Heli Suyanto , membenarkan bahwa sampai saat ini belum ada lampu hijau atau jawaban resmi dari pihak Kementan RI. Tembok tebal aturan baku dari pemerintah pusat disinyalir menjadi pengganjal utama.
Sebab, dalam regulasi nasional, kriteria penerima pupuk subsidi dikunci secara ketat hanya untuk komoditas pangan tertentu. Kondisi ini berbanding terbalik dengan karakteristik sosiologis Kota Batu yang mayoritas wilayah pertaniannya didominasi oleh sektor hortikultura.
"Belum ada jawaban (dari Kementan), tapi kami tetap upayakan. Memang kalau memenuhi kriteria dari Kementerian Pertanian, kita ini tidak masuk," tegas Heli saat ditemui JatimTIMES, belum lama ini.
Lebih lanjut, Heli membeberkan bahwa dampak dari kakunya regulasi pusat tersebut kini kian meluas di lapangan. Imbasnya tidak hanya membuat petani apel dan hortikultura kelimpungan akibat biaya produksi yang membengkak, melainkan juga membuat para peternak sapi perah di Kota Batu ikut menjerit.
Para peternak disebut kesulitan mendapatkan pupuk bersubsidi untuk merawat dan menyuburkan lahan rumput gajah, yang notabene menjadi pasokan pakan utama bagi ketahanan produksi susu ternak mereka.

Guna memecah kebuntuan birokrasi tersebut, Pemkot Batu kini membidik dua momentum besar KTNA sebagai panggung diplomasi strategis. Kebetulan, Kota Batu dijadwalkan bakal menjadi tuan rumah gelaran Rembuk KTNA seluruh Indonesia yang akan dihelat pada 19-23 September mendatang.
Tak hanya memanfaatkan status sebagai tuan rumah di bulan September nanti, dalam waktu dekat Heli juga berencana terbang langsung ke Pulau Sulawesi untuk mengawal draf usulan dispensasi tersebut dalam pertemuan pra-KTNA yang diselenggarakan di Gorontalo.
"Pasti akan kami suarakan terkait pupuk subsidi ini. Kami minta dispensasi agar aturan disesuaikan dengan kondisi daerah masing-masing," pungkasnya.
