JATIMTIMES - Keberadaan pedagang kaki lima (PKL) di kawasan Jalan Veteran, Kota Malang, terus menjadi perhatian berbagai pihak. Di tengah kebutuhan menjaga ketertiban kawasan, para pedagang juga membutuhkan kepastian lokasi untuk tetap menjalankan usaha mereka.

Untuk mencari jalan tengah, anggota Komisi D DPRD Kota Malang Ginanjar Yoni Wardoyo melakukan peninjauan sejumlah lokasi yang berpotensi menjadi tempat relokasi PKL. Salah satu titik yang disurvei berada di Jalan Cianjur, Kelurahan Penanggungan, Kecamatan Klojen, yang letaknya tidak jauh dari kawasan Jalan Veteran.

Menurut Ginanjar, berbagai masukan terkait aktivitas PKL di Jalan Veteran terus diterima pihaknya. Karena itu, diperlukan langkah antisipatif agar persoalan tersebut tidak berkembang menjadi masalah yang lebih besar di kemudian hari.

"Jumat lalu saya melakukan survei ke lokasi. Saya juga tanya-tanya ke PKL. Di sisi lain mereka ingin kota mereka rapi, tapi juga butuh tempat berjualan," ujarnya.

Dari hasil komunikasi dengan para pedagang, lanjut Ginanjar, muncul harapan agar setiap rencana penataan tidak hanya berfokus pada penertiban, melainkan juga disertai solusi berupa penyediaan lokasi usaha yang layak.

Pantauan di lokasi, keberadaan PKL di Jalan Veteran diketahui semakin ramai. Posisinya berjajar membentang dari gerbang Universitas Brawijaya hingga hampir menuju kawasan Tamam Makam Pahlawan (TMP). 

Para PKL ini nekat berburu rezeki dengan berjualan di atas jalur bermarka hijau yang semestinya menjadi jalur pesepeda. Bahkan tak jarang, para PKL juga turut memanfaatkan trotoar. Tak hanya PKL menggunakan sepeda, ada beberapa yang berjualan menggunakan mobil. 

Ia mengakui kawasan Jalan Veteran memiliki karakteristik khusus karena masuk dalam kawasan tertib lalu lintas (KTL). Karena itu, aktivitas perdagangan di area tersebut tidak bisa dilakukan tanpa memperhatikan aturan yang berlaku.

"Peraturan di Jalan Veteran juga harus ditegakkan," tegas politisi Partai Gerindra tersebut.

Sebagai bagian dari pencarian solusi, Jalan Cianjur dinilai cukup potensial untuk menampung aktivitas para PKL. Selain lokasinya berdekatan dengan Jalan Veteran, area tersebut juga dianggap memiliki ruang yang relatif luas.

"Kalau perkiraan saya, bisa untuk menampung ratusan PKL. Tidak hanya yang ada di Jalan Veteran, tapi juga beberapa PKL lain," katanya.

Ginanjar melihat peluang menjadikan Jalan Cianjur sebagai sentra PKL baru di Kota Malang. Konsep serupa, menurut dia, pernah diterapkan pemerintah daerah saat melakukan penataan pedagang di sejumlah kawasan strategis, seperti sekitar Alun-Alun Merdeka, Stasiun Malang, hingga Pasar Besar Malang.

Meski demikian, usulan tersebut masih memerlukan kajian lebih lanjut. DPRD berencana melakukan pemetaan terhadap sejumlah lokasi alternatif lain sebelum membahasnya bersama Pemerintah Kota Malang.

"Jika sudah akan kami diskusikan bersama pemkot. Kalau diperlukan kami juga akan berbicara ke kampus-kampus di Kota Malang, barangkali bisa membantu mengelola PKL. Karena bagaimana pun pasar PKL di sana adalah mahasiswa," pungkasnya.

Selain menyiapkan opsi relokasi, DPRD juga menilai keterlibatan berbagai pihak penting dilakukan agar penataan PKL tidak hanya menciptakan kawasan yang lebih tertib, tetapi juga tetap menjaga keberlangsungan ekonomi para pedagang yang selama ini menggantungkan penghasilan dari aktivitas di sekitar Jalan Veteran.
