JATIMTIMES - Pemerintah Kabupaten (Pemkab) Malang hingga saat ini masih belum memutuskan penggunaan mekanisme pengisian tiga Jabatan Pimpinan Tinggi Pratama (JPTP) yang kosong. Hal itu berkaitan dengan berbagai telaah serta keputusan dari Bupati Malang HM. Sanusi selaku Pejabat Pembina Kepegawaian (PPK).
Kepala Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Malang Nurman Ramdansyah menyampaikan, bahwa saat ini terdapat tiga posisi JPTP yang mengalami kekosongan pimpinan.

"Kekosongan JPTP ada Inspektorat, Staf Ahli Bupati dan Dispora. Inspektorat plt nya Pak Agus Widodo (Kepala Bakesbangpol Kabupaten Malang), Dispora Plt nya Pak Firmando (Kepala Dinas Pariwisata dan Kebudayaan Kabupaten Malang), kalau Staf Ahli kami merasa tidak perlu di Plt kan," ungkap Nurman kepada JatimTIMES.com.
Pihaknya mengaku, BKPSDM Kabupaten Malang telah membuat telaah terkait kebutuhan JPTP yang dapat menjadi Kepala Inspektorat Kabupaten Malang, Kepala Dinas Pemuda dan Olahraga Kabupaten Malang, serta Staf Ahli Bupati Malang Bidang Perekonomian, Keuangan dan Pembangunan.
"Ini kita sudah membuat telaah, tapi belum turun ya keputusannya terkait mekanismenya pengisiannya, pakai skema jobfit uji kompetensi atau di seleksi terbukakan atau lelang," ujar Nurman.
Disinggung target pengisian kekosongan JPTP, Nurman menyebut tidak terdapat target khusus. Namun, secara normatif kepegawaian, pada awal Juli 2026 nantinya, kekosongan pada tiga JPTP tersebut sudah harus terisi.
"Itu tidak bisa ditargetkan. Kalau target kami secara normatif kepegawaian saya merasa akhir Juni pelantikan, awal Juli harus sudah terisi," tutur Nurman.
Namun, apapun mekanisme pengisian kekosongan tiga JPTP yang diputuskan, semuanya tergantung dari kemampuan masing-masing pejabat. Menurutnya, Aparatur Sipil Negara (ASN) yang mengikuti proses pengisian kekosongan JPTP harus memiliki kemampuan yang mumpuni.

"Kalau belum siap kualifikasi kemampuan ya pasti akan gugur dia," kata Nurman.
Lebih lanjut, pihaknya menegaskan. sebetulnya meskipun JPTP di sebuah perangkat daerah mengalami kekosongan, tidak mengganggu sistem maupun pelayanan kepada masyarakat. Pasalnya, secara sistemik telah ditetapkan adanya Plt maupun Pelaksana Harian (Plh) untuk mengisi kekosongan jabatan.
"Saya kasih contoh Mas Avi, dia seorang Plt, tetapi prestasi yang diberikan oleh tingkat nasional bahkan internasional melebihi yang definitif. Menjadi narasumber di mana-mana di Bagladesh, Srilanka. Karena ketika Plt itu dia terpacu oh saya ingin definitif, saya harus menunjukkan yang terbaik. Malah kadang-kadang istilahnya lebih baik Plt daripada definitif. Tetapi memang idealnya definitif," pungkas Nurman.
