JATIMTIMES - Advokat Eko Puguh Prastijo kembali melontarkan catatan kritis tentang pemerintahan Kabupaten Tulungagung. Kali ini, ia menyampaikan bahwa Tulungagung, jangan cuma ganti sopir tapi mesin bobrok dibiarkan hidup.
"Rakyat tidak sedang menunggu pidato. Rakyat sedang menunggu keberanian pemerintah membuka semuanya." ujarnya, Jumat (22/5/2026).

Menurutnya, pemimpin atau pejabat menganggap rakyat sering gampang lupa dengan apa yang pernah terjadi. "Tulungagung ini jangan dianggap gampang lupa," ketusnya.
Operasi Tangkap Tangan (OTT) KPK menurut Eko Puguh, baru kemarin lewat, tapi sekarang suasana sudah mulai dibikin seolah-olah adem lagi. "Pejabat rapat. Kamera jalan. Foto senyum. Pidato tenang. Kalimatnya hampir sama semua seakan pemerintahan tetap berjalan normal," terangnya.
Saat ini, Eko menilai bahwa rakyat selalu dikelabui dengan pelayanan yang tetap berjalan, di tengah situasi yang sebenarnya tidak jelas. " Yang ditanya rakyat itu bukan kantor buka atau tutup. Yang ditanya rakyat itu, yang busuk sudah dibersihkan apa belum," ungkapnya.
Jangan sampai Tulungagung, lanjut Eko, cuma ganti sopir, tapi mesin bobrok di dalamnya masih dibiarkan hidup. Ia memberikan gambaran nyata, misalnya, kalau ada pejabat kena OTT, biasanya yang sibuk duluan itu pencitraan. Semua mendadak bicara pelayanan publik. Semua mendadak bicara transparansi. Semua mendadak bicara bersih-bersih.
"Tapi giliran rakyat minta data proyek, APBD, nama kontraktor, dasar mutasi jabatan, alasan pengangkatan pejabat, semuanya mendadak muter-muter seperti setrika rusak," terangnya.
Era transparansi menurutnya kesempatan untuk membuka semua data secara terang benderang. "Kalau memang tidak ada permainan, kenapa rakyat harus susah cari informasi. Kalau memang uang rakyat dipakai benar, kenapa banyak keputusan terasa gelap," paparnya.
Mendapatkan informasi yang terang dan utuh menurut Eko adalah hak rakyat, karena di negara hukum, pemerintah itu bukan raja. Pemerintah itu pelayan rakyat. Dalam hal ini ia memberikan dasar-dasar yang memperkuat argumennya. Diantaranya ia menyebut UU Administrasi Pemerintahan, AUPB, UU Pelayanan Publik dan UU Keterbukaan Informasi Publik.
"Semua itu mewajibkan pemerintah terbuka, hati-hati, tidak menyalahgunakan jabatan, dan tidak main-main dengan kewenangan," ucapnya.

Maka setelah OTT KPK, seharusnya yang pertama dibuka itu bukan baliho ucapan semangat. Akan tetapi, data, proyek, tender, e-katalog dan sebagainya. "Karena rakyat sekarang tidak bodoh. Rakyat tahu, permainan paling bahaya di daerah itu biasanya bukan di pidato," kata pria yang sering disapa EP ini,
Ia mengaku tahu kongkalikong atau permainan di belakang meja soal proyek, jual beli jabatan, fee, tanda tangan hingga setoran.
"Dan yang paling bikin rakyat muak, biasanya semua dilakukan sambil bicara soal pengabdian," tukasnya.
Birokrasi adalah titik paling rawan yang perlu terus Diawasi dan dikritisi paska OTT KPK. "Publik berhak bertanya, apakah birokrasi Tulungagung benar-benar sedang dibersihkan, atau cuma sedang disusun ulang pemainnya," timpalnya.
Lanjutnya, kalau orang-orang lama masih pegang pengaruh, kalau pola lama masih dipakai, kalau budaya takut dan budaya titipan masih hidup, maka OTT kemarin tidak akan jadi pelajaran melainkan hanya jadi jeda istirahat sebelum cerita lama terulang lagi.
"Jangan salahkan rakyat kalau mulai curiga. Sebab rakyat terlalu sering disuruh percaya, tapi terlalu jarang diberi bukti," pungkasnya.
