JATIMTIMES – Operasional tempat hiburan malam The Souls di kawasan Kecamatan Blimbing, Kota Malang, untuk sementara harus dihentikan. Putusan itu muncul dalam sidang tindak pidana ringan (tipiring) yang digelar Satpol PP Kota Malang, Selasa (20/5/2026), setelah tempat usaha tersebut dinilai melanggar Peraturan Daerah (Perda) Pariwisata.

Dalam sidang tersebut, The Souls diputus bersalah dan dijatuhi denda sebesar Rp5 juta. Tak hanya itu, hakim juga memerintahkan agar aktivitas hiburan malam di lokasi tersebut dihentikan sampai proses verifikasi izin dari Pemerintah Provinsi Jawa Timur rampung.

Kasatpol PP Kota Malang Heru Mulyono mengatakan, penghentian sementara itu khusus untuk aktivitas hiburan malam, bukan keseluruhan usaha.

“Putusannya kena denda Rp5 juta dan diperintahkan untuk tidak membuka usaha hiburan malamnya sampai izin usaha hiburan malamnya terverifikasi oleh Pemerintah Provinsi Jawa Timur,” ujar Heru.

Menurut kasatpol PP, tempat usaha tersebut sejatinya telah memiliki izin restoran. Karena itu, operasional restoran masih diperbolehkan berjalan. Sedangkan aktivitas hiburan malam belum bisa dibuka.

“Kalau restorannya sudah punya izin. Jadi, yang boleh berjalan restorannya saja,” katanya.

Satpol PP juga memberi peringatan tegas apabila pengelola tetap nekat membuka operasional hiburan malam sebelum izin terbit. Penindakan lanjutan disebut akan dilakukan sesuai kewenangan yang dimiliki Satpol PP.

“Kalau nanti buka, kami akan menggunakan kewenangan Satpol PP untuk melakukan pembatasan usaha,” tegas Heru.

Selain persoalan izin hiburan malam, Heru menjelaskan bahwa penjualan minuman beralkohol di lokasi juga memiliki pembatasan. Jika izin hiburan malam belum keluar, maka minuman beralkohol hanya boleh dijual untuk dibawa pulang dan tidak dikonsumsi di tempat.

“Karena hiburan malamnya belum punya izin, otomatis tidak boleh minum di tempat,” jelasnya.

Sementara itu, Kepala Bidang Penegakan Peraturan Perundang-undangan Daerah (PPUD) Satpol PP Kota Malang, Denny Surya Wardhana, menyebut perkara tersebut masuk kategori pelanggaran Perda Pariwisata yang mengatur operasional usaha hiburan dan restoran.

Tak hanya The Souls. Satpol PP juga tengah memproses tiga tempat karaoke di wilayah Kedungkandang yang diketahui belum mengantongi izin operasional.

“Bukan hanya The Souls, ada tiga tempat karaoke di daerah Kedungkandang yang belum ada izinnya. Itu kita BAP dan kita bawa ke proses tipiring,” pungkasnya.
