JATIMTIMES – Praktik premanisme juru parkir (Jukir) arogan masih menjadi masalah yang mengganggu kenyamanan pariwisata di Kota Batu. Dinas Perhubungan (Dishub) Kota Batu bertindak tegas dengan menertibkan sejumlah jukir nakal sepanjang bulan lalu hingga awal Mei 2026 ini.

Para jukir tersebut dipanggil paksa setelah kedapatan melanggar aturan operasional secara masif. Mulai dari praktik pemerasan tanpa karcis resmi, intimidasi di jalanan, hingga berperilaku kasar kepada wisatawan maupun warga lokal yang melintas di kawasan keramaian.

Kepala Seksi Pembinaan dan Pengawasan Parkir (Binwaskir) Dishub Kota Batu, Adi Santoso, mengungkapkan bahwa ada tujuh orang jukir pelaku pelanggaran dijaring murni berdasarkan laporan masyarakat melalui kanal resmi maupun pantauan di media sosial.

“Ada tujuh pelanggaran terlapor melalui hotline resmi kami. Semuanya sudah dipanggil dan wajib menandatangani surat pernyataan di atas materai,” tegas Adi, Sabtu (9/5/2026).

Modus yang dilakukan para oknum ini cenderung serupa, yakni sengaja menahan karcis retribusi demi keuntungan pribadi. Bahkan, Adi menyebut beberapa oknum kerap melontarkan umpatan kasar hingga melakukan pemalakan saat berada di bawah pengaruh minuman keras (miras).

“Penyakit lamanya pasti kumat, apalagi kalau mereka sedang dalam pengaruh minuman keras atau mabuk. Ini yang sangat meresahkan masyarakat,” keluhnya.

Penandatanganan surat pernyataan tersebut kini menjadi instrumen hukum pengikat bagi para jukir. Dokumen ini menjadi amunisi bagi Dishub untuk memberikan sanksi yang lebih berat jika para jukir nakal tersebut kembali berulah di lapangan.

“Jika mereka tertangkap basah mengulangi perbuatannya, sanksi terberat berupa pencabutan izin tugas siap dijatuhkan tanpa kompromi,” tambah Adi.

Sementara itu, Kepala Bidang Perparkiran Dishub Kota Batu, Chilman Suaidi, menegaskan tidak ada ruang toleransi bagi "mafia karcis" yang merusak citra Kota Batu. Ia mengingatkan bahwa aturan main perparkiran sudah terpampang jelas di setiap titik lokasi parkir.

Melalui penertiban ini, pihaknya berharap iklim pariwisata di Kota Batu kembali kondusif. Masyarakat juga diimbau untuk tidak ragu melaporkan jika menemukan praktik parkir liar atau perilaku jukir yang melanggar norma dan aturan yang berlaku.

“Aturan mainnya sudah jelas. Di rambu Satuan Ruang Parkir (SRP) dan punggung rompi jukir sudah tertera aturan bahwa parkir wajib berkarcis. Jukir dilarang keras menahan karcis demi kantong pribadi,” terang Chilman.
