Fraksi PPP-PSI Jatim Desak Audit Investigatif BUMD Merugi: Jangan Jadi Bancakan Politik!

JATIMTIMES – Fraksi PPP-PSI DPRD Provinsi Jawa Timur (Jatim) mengeluarkan peringatan keras terhadap jajaran direksi Badan Usaha Milik Daerah (BUMD) yang terus mencatatkan kerugian.

Fraksi gabungan ini mendesak dilakukannya audit investigatif menyeluruh dan menuntut agar perusahaan daerah tidak lagi dijadikan sebagai "bancakan" atau tempat penitipan kepentingan politik.

Juru Bicara Fraksi PPP-PSI, Nurul Huda, menyatakan kekecewaannya terhadap ketimpangan kinerja BUMD non-keuangan yang kontribusinya sangat minim bagi Pendapatan Asli Daerah (PAD). Ia menekankan bahwa setiap rupiah penyertaan modal dari APBD harus dipertanggungjawabkan secara moral dan hukum kepada rakyat Jatim.

Nurul Huda menyampaikan tuntutan tegas terkait penanganan BUMD yang dinilai gagal secara bisnis maupun manajemen. "Terhadap BUMD yang merugi 3 tahun berturut-turut, lakukan audit investigatif oleh BPKP dan auditor independen," tegasnya.

"Jika ditemukan penyimpangan, merugikan keuangan Negara serahkan ke Aparat Penegak Hukum (APH) dengan kriteria jika murni kegagalan bisnis, segera lakukan restrukturisasi atau likuidasi agar tidak jadi beban APBD," lanjut politisi PPP ini.

Fraksi PPP-PSI juga menyoroti data tajam mengenai ketergantungan kronis PAD pada satu entitas saja. Diketahui, total dividen BUMD mencapai Rp 488,1 miliar, namun 86 persen atau sekitar Rp 420 miliar di antaranya hanya disumbang oleh Bank Jatim.

Sebaliknya, holding besar seperti PT Jatim Grha Utama (JGU) dilaporkan hanya mampu memberikan kontribusi dividen di kisaran 0,2 persen hingga 0,3 persen, atau tidak sampai Rp 2 miliar. Kondisi ini dinilai Fraksi PPP-PSI sebagai bukti adanya inefisiensi besar-besaran dan pengelolaan aset yang tidak produktif, sehingga restrukturisasi total menjadi harga mati.

Selain persoalan finansial, PPP-PSI menyoroti rusaknya tata kelola akibat intervensi politik dalam rekrutmen pimpinan BUMD. Mereka mendesak Gubernur untuk membersihkan BUMD dari praktik bagi-bagi kursi yang tidak berbasis kompetensi, terutama menjelang tahun-tahun politik.

"Hindari dan jangan jadikan BUMD sebagai bancakan politik apalagi setiap tahun politik rawan BUMD dipakai untuk kepentingan sesaat. Disinilah pentingnya Kami Fraksi PPP-PSI dan Kita semua akan mengawasi secara ketat penggunaan CSR, rekrutmen, dan belanja promosi BUMD agar tidak diselewengkan," paparnya.

Lebih lanjut, Fraksi PPP-PSI menyatakan menerima Laporan Pansus BUMD DPRD Jatim dengan catatan wajib adanya grand design pembenahan maksimal dalam 3 bulan ke depan. Pihaknya menegaskan tidak akan menyetujui tambahan modal bagi BUMD yang memiliki laporan keuangan buruk atau terus merugi tanpa ada langkah perbaikan nyata yang berdampak pada kesejahteraan rakyat.
