Kunjungan DPRD Jatim di kawasan Jalan Pandugo, Surabaya.
JATIMTIMES - DPRD Provinsi Jawa Timur (Jatim) melakukan inspeksi mendadak (sidak) ke kawasan Pandugo, Surabaya, guna merespons keluhan warga terkait akses jalan yang membahayakan, Selasa (28/4/2026).
Para legislator mendesak Pemerintah Kota (Pemkot) Surabaya dan Pemerintah Provinsi (Pemprov) Jatim untuk menyudahi ego sektoral birokrasi demi menjamin keselamatan nyawa manusia.

Langkah tegas ini diambil menyusul kondisi jalan yang mengalami penyempitan mendadak (bottleneck) dan telah memicu berbagai kecelakaan fatal. Hingga saat ini, titik rawan tersebut tercatat telah merenggut setidaknya tiga nyawa dan menyebabkan lima orang lainnya luka berat.
Wakil Ketua Komisi A DPRD Jatim Budiono menegaskan bahwa kunjungan lapangan ini bertujuan memutus kebuntuan komunikasi antarinstansi terkait status lahan yang menghambat pembangunan.
"Beberapa minggu lalu masyarakat Pandugo mengadu ke Komisi A. Jalan ini sering menyebabkan kecelakaan karena menyempit secara tiba-tiba. Kita sudah sepakat, jalan ini akan dibuat dua jalur sesuai peruntukannya," ujar Budiono.
Dalam kunjungan tersebut, tampak hadir pula anggota Komisi C DPRD Jatim Fuad Benardi. Kehadiran Fuad menjadi kunci dalam koordinasi sinkronisasi aset, mengingat lahan seluas 10 x 50 meter yang menjadi kendala pelebaran jalan tersebut masih tercatat sebagai aset Pemprov Jatim, namun berada di wilayah otoritas pembangunan Pemkot Surabaya.
Budiono memastikan telah tercapai titik temu untuk meluruskan jalur agar kembali berfungsi optimal bagi masyarakat. "Ini bukan pembongkaran besar, hanya pembukaan akses agar masyarakat bisa melintas dengan aman," tambah politisi dari Fraksi Gerindra tersebut.
Anggota Komisi A DPRD Jatim Freddy Purnomo mengkritik keras sikap birokrasi yang dinilainya terlalu kaku pada urusan administratif sehingga mengabaikan aspek keselamatan publik. Ia mengingatkan adanya UU Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan yang memungkinkan penggunaan diskresi untuk kepentingan publik yang mendesak.

"Jangan sampai kita terjebak ego masing-masing. Eksekusi untuk menyelamatkan nyawa manusia jauh lebih penting daripada sekadar urusan administrasi," tandas Freddy.
Politisi senior Partai Golkar ini juga menyoroti ironi pembiaran bangunan pedagang di atas lahan aset tersebut, sementara akses jalan umum justru terhambat. Sebagai solusi teknis, Pemkot Surabaya akan segera bersurat kepada gubernur Jatim untuk mendapatkan izin resmi realisasi pembangunan.
Kunjungan ini turut dihadiri perwakilan BPKAD Pemkot Surabaya, BPKAD Pemprov Jatim, serta jajaran pemerintah setempat mulai dari Kecamatan Rungkut hingga Polsek Rungkut. Para legislator berkomitmen mengawal ketat proses ini agar pelebaran jalur Pandugo segera terealisasi tanpa harus memakan korban lebih lanjut.
