JATIMTIMES - Upaya memperluas ruang terbuka hijau di Kota Malang kian dipacu. Eksekutif bersama legislatif kini tengah menggodok Rancangan Peraturan Daerah tentang Ruang Terbuka Hijau sebagai langkah strategis mengejar target 30 persen kawasan hijau.

Langkah ini bukan tanpa alasan. Saat ini, luasan ruang terbuka hijau di Kota Malang baru berkisar 17 persen dari total wilayah. Kondisi tersebut dinilai masih jauh dari ketentuan pemerintah pusat, sehingga diperlukan regulasi yang lebih tegas dan terarah.

Pembahasan Perda RTH pun telah memasuki tahap awal. Seluruh fraksi DPRD Kota Malang telah menyampaikan pandangan umum dalam Rapat Paripurna yang digelar pada Senin (27/4/2026), sebagai bentuk komitmen bersama dalam mempercepat realisasi target tersebut.

Ketua DPRD Kota Malang, Amithya Ratnanggani Sirraduhita, menegaskan bahwa pihaknya selama ini konsisten mengkritisi minimnya ruang hijau di Kota Malang. Ia menyebut, kehadiran Perda RTH diharapkan mampu menjadi instrumen yang lebih rinci dibanding regulasi sebelumnya.

"Melalui Perda RTH ini, diharapkan dapat mengakselerasi dan mempertegas komitmen mewujudkan RTH 30 persen. Kalau di Perda RTRW (Rencana Tata Ruang Wilayah) itu kan hanya soal tata ruangnya, tata kewilayahannya saja. Dengan Perda RTH, kami harap bisa lebih detail," ucapnya.

Menurut Amithya, tantangan utama dalam memperluas ruang terbuka hijau adalah keterbatasan lahan akibat padatnya permukiman. Namun demikian, ia menilai masih ada celah melalui penertiban kawasan yang melanggar aturan tata ruang.

"Lahan memang udah gak bisa diperluas. Maka perlu dipetakan lagi, mana izin izin pengginaan ruang atau kewilayahan yang melanggar, sehingga ini nanti tak perlu diperpanjang dan kemudian dialihkan kembali menjadi ruang terbuka hijau," tuturnya.

Ia juga mengingatkan pentingnya ketegasan pemerintah dalam menindak pelanggaran tata ruang. Menurutnya, pembiaran terhadap pelanggaran hanya akan memperparah kondisi lingkungan sekaligus berdampak langsung pada masyarakat.

"Pelanggaran pelanggaran jangan dibiarkan sampai melebar dan sulit dirapikan. Contohnya saat banjir kan kita tahu bahwa ternyata banyak sekali rumah atau bangunan yang berdiri di atas saluran air. Ini mestinya pemerintah harus tegas," ujarnya.

Di sisi lain, Wali Kota Malang Wahyu Hidayat turut mengakui bahwa capaian ruang terbuka hijau saat ini masih jauh dari target. Pemerintah kota pun menaruh harapan besar pada Perda RTH sebagai penguat kebijakan sekaligus dasar penegakan aturan.

"Existing kita memang sekitar 17 persen. Untuk mencapai 30 persen, kami sudah ada upaya, termasuk mempertegas melalui Perda RTH ini," ujarnya.

Ia menambahkan, keberadaan Perda RTH nantinya tidak hanya mengatur perencanaan, tetapi juga memuat sanksi bagi pelanggaran. Dengan demikian, regulasi tersebut diharapkan mampu memberikan efek jera sekaligus menjaga konsistensi penataan ruang di Kota Malang.

"Jadi Perda RTH ini tujuannya supaya nanti juga ada sanksi dan lain lain jika ada pelanggaran pelanggaran," tandasnya.
