JATIMTIMES - Pemerintah Kabupaten (Pemkab) Malang secara perdana telah melaksanakan kebijakan baru terkait pembagian waktu kerja Aparatur Sipil Negara (ASN) antara Work Form Office (WFO) atau bekerja dari kantor dan Work Form Home (WFH) atau bekerja dari rumah setiap hari Jumat. 

Sekretaris Daerah Kabupaten Malang Budiar bersama Kepala Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Malang Nurman Ramdansyah serta Kepala Dinas Komunikasi dan Informatika (Diskominfo) Kabupaten Malang Atsalis Supriyanto, Inspektur Kabupaten Malang Agus Widodo telah memantau secara langsung pelaksanaan WFO dan WFH tahun 2026 melalui zoom meeting di Command Center Diskominfo Kabupaten Malang, Jumat (10/4/2026) kemarin.

Budiar menjelaskan, Pemkab Malang telah menetapkan pelaksanaan WFH selama satu hari dalam satu pekan yakni setiap hari Jumat. Untuk petunjuk pelaksanaan (juklak) dan petunjuk teknis (juknis) penerapan WFH juga sudah ditetapkan. 

Penetapan itu melalui Surat Edaran (SE) Bupati Malang Nomor: 2297 Tahun 2026 tentang transformasi budaya kerja aparatur penyelenggara negara di lingkungan Pemerintah Kabupaten (Pemkab) Malang dan SE Sekretaris Daerah Kabupaten Malang Nomor: 800.1.6.2/2190/35.07.405/2026 tentang petunjuk teknis pelaporan dan pengawasan pelaksanaan Surat Edaran Bupati Malang Nomor 2297 tahun 2026 tentang transformasi budaya kerja aparatur penyelenggara negara di lingkungan Pemkab Malang tertanggal 7 April 2026. 

Ia memastikan pelaksanaan WFH di lingkungan Pemkab Malang tidak mengganggu jalannya kualitas pelayanan publik. Selain itu, masing-masing kepala perangkat daerah juga diminta untuk mengatur pembagian tugas dan jadwal kerja secara proporsional sesuai kebutuhan organisasi, tanpa mengganggu kinerja serta pencapaian target pelayanan.

Budiar menegaskan, penerapan pola kerja fleksibel melalui pembagian jadwal WFO dan WFH dalam rangka menekan biaya operasional sekaligus meningkatkan efisiensi penggunaan energi di lingkungan perkantoran ini harus diiringi dengan tanggung jawab dan disiplin tinggi dari seluruh Aparatur Sipil Negara (ASN) di lingkungan Pemkab Malang.

"Pola kerja WFO dan WFH ini bukan berarti mengurangi kinerja, melainkan mendorong ASN untuk bekerja lebih efektif, terukur dan berbasis hasil. Oleh karena itu, setiap perangkat daerah harus memastikan target kinerja tetap tercapai dengan optimal," ungkap Budiar.

Sementara itu, Kepala BKPSDM Kabupaten Malang Nurman Ramdansyah mengatakan, dalam pelaksanaan WFH secara perdana pada Jumat (10/4/2026) kemarin melalui zoom meeting diterapkan bagi 500 ASN. 

"Untuk pelaksanaan WFH perdana kemarin kita ikutkan melalui zoom meeting sebanyak 500 ASN dari sekitar 21 ribu ASN Pemkab Malang. Kalau semua ikut melalui zoom tidak memungkinkan, jadi nanti secara bertahap akan kita tingkatkan dengan melihat kemampuan yang ada," ujar Nurman, Sabtu (11/4/2026). 

Ia menyebut, untuk teknis pelaksanaan WFH, masing-masing ASN harus menampilkan wajahnya untuk absensi kehadiran melalui e-presensi di tiga waktu yang telah ditetapkan. Tiga waktu tersebut di pagi hari pukul 07.30 WIB, siang maksimal pukul 13.00 WIB dan sore maksimal pukul 16.00 WIB. Untuk absensi menggunakan foto selfie menggunakan geotagging.

"Jadi mereka ASN harus bekerja dari rumah dengan menampilkan wajah melalui zoom meeting itu serta mengenakan seragam kerja. Seperti kemarin pagi itu mengenakan seragam olahraga masing-masing perangkat daerah," jelas Nurman. 

Pihaknya menegaskan, selain untuk menekan biaya operasional sekaligus meningkatkan efisiensi penggunaan energi di lingkungan perkantoran, penerapan WFH ini juga sebagai wujud pelaksanaan SE Menteri Dalam Negeri RI Nomor: 800.1.5/3349/SJ tentang transformasi budaya Kerja Aparatur Sipil Negara di lingkungan pemerintah daerah. 

"Hakikat utama dari WFH ini sesuai dengan SE Mendagri judulnya adalah transformasi budaya kerja. Jadi artinya kita harus membiasakan diri bekerja dan berkinerja tidak harus dari kantor, bisa dari rumah. Dulu Covid kita sudah biasa dan yang jelas lebih efisien soal listrik, BBM, air dan seterusnya, pasti itu," beber Nurman. 

Nurman juga menambahkan terdapat ASN dari beberapa perangkat daerah Pemkab Malang yang tidak terimbas dalam penerapan WFH. Di antaranya Dinas Sosial, Dinas Perhubungan, Dinas Lingkungan Hidup, Dinas Kependudukan dan Pencatatan Sipil, Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu, Satuan Polisi Pamong Praja, Badan Penanggulangan Bencana Daerah, Badan Pendapatan Daerah, Badan Kesatuan Bangsa dan Politik, satuan pendidikan Paud hingga SMP atau sederajat, serta UPT yang memberikan pelayanan langsung kepada masyarakat. Kemudian untuk pejabat yang tidak terimbas WFH yakni Jabatan Pimpinan Tinggi Pratama (JPTP), Jabatan Administrator, serta Camat dan Lurah atau Kepala Desa.
